BISMARCK, N.D. (Legal Newsline) ? North Dakota Attorney General Wayne Stenehjem issued a cease and desist order on Thursday against a Florida medical alert seller and his businesses for allegedly violating state consumer fraud and do-not-call laws.

Michael Hilgar and his businesses, Elite Information Solutions Inc. and Worldwide Info Services Inc., also allegedly failed to respond to a civil investigative demand. Hilgar is the president of both companies.

Stenehjem?s office issued a civil investigative demand to Hilgar after receiving multiple complaints related to illegal telephone solicitations for medical alert systems.

?I am concerned about allegations indicating that Hilgar?s businesses are misrepresenting the cost of the medical alert devices and monitoring services they are selling, are using illegal telephone solicitations to sell them, and that they have failed to properly respond to the civil investigative demand or cooperate with the investigation,? Stenehjem said.

Hilgar?s businesses sell medical alert devices and monitoring services using telephone solicitations. Representatives of the company allegedly claim that the individual being called is selected to receive a free medical alert system, but there is actually a monthly fee for the monitoring service.

Representatives also allegedly tried to deceive consumers by claiming that the devices were affiliated with more well-known business, made unlawful telephone calls to subscribers of the do-not-call list and used spoofing technology to display a local area code on caller identification systems to make consumers think the company is located in the state.

I receive a phone call once or twice every evening from 701-297-2030.  After saying Hello, the caller slams down the phone. I've been on the DO NOT CALL REGISTER FOR OVER A YEAR and I file a formal complaint for each of the callls. However, nothing seems to get done to stop the violation.  Supposedly, the call originates from Fargo, North Dakota.

Received 2 calls today 3-8 and 2-27.  Answer phone and no one answers us.

If you mean the Publishers Clearing House site, I've never been there; but, I have gotten around 60 calls from this Elite Information Solutions (or whatever they may be calling themselves now) outfit using various spoofed Caller ID numbers.  

Including calls from 701-297-2030, 605-496-9500, 605-231-4229, 605-413-1611, 605-385-0259, 605-277-1617 and a couple of others that I lost track of.

called me at 7:00 pm...im on a do not call list.....anyone get these after being on pch site?

I have received at least 8 of these calls as listed on my caller ID and one call that I answered - and hung up as soon as they mentioned 'senior citizen'.  I am listed on the Do Not Call list but when it is a recorded message what can we do.

The above was originally a reply to a message from Tamara who asked if anybody else was receiving calls from this number.   This is the 2nd time here that I've replied to a message (the first message in a thread) and then had the message that I was replying to disappear.   Kind of strange.

Yeah, just got the first call this afternoon.    I suspect that the real caller is the Florida mob that admonishes senior citizens to listen closely to their recorded message and then pretty much attempts to deceive and intimidate the seniors into giving them financial information in order to pay for a supposed medical alert monitoring service.    

This Florida scam gang uses my phone line a lot more than I do.  

I'm in western South Dakota, BTW.
