said i had won 1.5 million. didn't call back, is this another scam?

A person from a phone number in Riverside California called stating that I had won 1.7 Million dollars  1-951-777-5695.  They stated that there were attorney fees but the company had covered 97% of the legal fees regarding this amount of money and that I should call the Nevada number to pay. They stated the money would be delivered by UPS and I needed two things to collect the check. 1. An ID and 2. a receipt stating that I had paid the $391.00 as my part of the legal fees. They had stated initially that I must have shopped at Wal Mart or Rite Aid and they stated some other companies and that my name had been drawn. If its too good to be true it usually  is. You don't pay to receive a winning prize as I have won four digit figures in Maine and just went to the Lottery office and collected my prize minus the taxes.

This number calls me early in the morning, (before 6AM), a couple of times a week, I do not answer, but they caller does not leave a message.
