Has called my cell phone 7 times in the last two days. Never picked it up, No message left. When I call back the number is not in service.

Call back and number nis (as above).  Could this be some kind of robo-caller going crazy?   A robo-caller with an evil brain?
Why is it every time you get someone to stop bothering you -- a whole new bunch crop up?  Is there a reliable call blocker on the market?  In this computer run world it is impossible to fight them up front.
Would appreciate any info.  Thank you.
