Did some research and found the number is a collection agency.   They use the name "Joe White" as a code to let their operator know what sort of account the person calling is in reference to.    They seem to specialize in medical/hospital collections.    
Their name is : "United Consumers Incorporated"

so far there have been about four automated calls and then we got a "person" who left a msg but no details what so ever.
