Update: the phone number is 703-879-7394, which is a different caller.

This is a scam that pretends to be an automated survey pitched to Canadians in french and english about an automobile recall campaign. The American telephone service provider has no idea that the person leasing this phone number is operating a fraudulent 900 type service (like a horoscope number where you get billed by the minute). While participating innocently in answering the survey, the Canadian victim is being billed by the American telephone carrier without the victim's knowledge or consent.

They are calling for a fundraiser of some sort, non specific about that too, which I only found out from a recording when I called the number back.  I wanted to tell them to remove my number from their list, but you cannot get a live person.  You can leave your number and someone will call you back... NO THANKS.   I am sick of them calling at 8 in the morning.   I also cannot get to the phone that fast, and all for nothing.  Shame on them, waking up disabled people for nothing!!!   The Do Not Call registry isn't working, that's for sure.

But they called again before 9 a.m. Saturday morning... no message.

Shows on ID as "Out of Area". Some kind of criminal scam charity.

Called the number back. Did not show name in Caller ID, but their recorded message indicated some kind of fundraising organization. Might have politicals ties. Very sketchy.

i called this number back; it's the democratic fund raiser. you're supposed to leave your number and they'll call you back.

Caller ID said "Local Call Area".  Did not leave a message.

Received a call from this number this morning. I did not pick it up as the caller ID was'Arlington VA'. I do not know anyone named 'Arlington VA' . If they cannot be bothered to leave a correct caller ID, I cannot be bothered to answer. No voice msg was left. (surprise.)

Call your phone carrier and asks them to block the number.  Most carriers allow you so many free blocks but sometimes it is only for 90 days at the time so you must renew the block if the calls begin again.Don't these lowlifes have anything better to do than harrass us.

This morning I received a call from 703-879-6153, went to voicemail, no message - never is from this "home security system."  

Sick of it!  Where are OUR rights not to be harrassed?!

Received a call from 703-879-6153, no name, no message.  Call your phone company and they will block the number for you.  Verizon offers up to so many numbers blocked for free but it may only be for 90 days.  Sometimes that is enough to remedy the problem - until some other idiot gets ahold of the number.

Keeps calling my house and its beginning to become highly annoying. Anyone know how to block this number?

Call came in while we were on vacation.  No msg left.

However, I'm posting here because of their unusual, unique Caller ID:  "LOCAL CALL AREA" when their area code was definitely NOT 'local' to us.
