To all the other posters: I feel your pain, they called me over 300x during a 1 month period last summer.  They finally stopped but have now started again with more than 50 calls in less than 3 weeks.  

They absolutely, positively will not stop nor honor any requests to be placed on their "do not call" list.  I block their numbers via my phone, which works for a couple of days, until they start calling from another spoofed number.  I've been polite to them; I've screamed at them; I've hung up on them; I've tried wasting as much of their time as I could;  I've told them I'm dead; I've told them I can't install solar panels; I've told them where they can stick their solar panels; I've told them I'm incarcerated; I've told them I don't have the mental faculties to sign binding contracts; I've asked: "does your Mama know you're a crook because I know you're a crook and you know you're a crook but I was just wondering if your Mama knows you're a crook?"  And, my personal favorite, I recently said to one of these callers: "you must be the world's most optimistic employee!"  The telemarketer replied "why, yes, I am; my manager just told me that this morning I'm proud to say."  To which I replied: "because the last 300 times your company called I said "no" and here you are thinking this time I'm going to say "yes."  If that wasn't so sad, you'd be adorable."  Feel free to use any of these because I'm having way too much fun with 'em (my hope is that I'll eventually start looking forward to their calls!)

I've filed complaints with the FTC, the FCC and the CA State Attorney General's office and the land line phone company.  Each agency points the finger to the other.  The "do not call" list is nothing more than a subscription service for "legit" telemarketers to use.  There is no enforcement mechanism for abuse of "do not call."  Nothing stops them; absolutely nothing and I've made my peace with that which, at this point, is about all I can do.

My only option and one I'm seriously considering: canceling my land line service and going cellular only

I had another 200 number blocked and am now getting about six to eight calls from 707 200 4178.  Just subscribed to my phone carrier with access to block up to thirty numbers so will see how many times this number is blocked before my 30 is reached.  ANNOYING EVEN THO I DON'T ANSWER.

They call 6-10 times per day  I ask to be removed to no avail

If you have comcast, and want to block a number:

Lift your receiver and wait until you hear your dial tone. Press *60.
Follow the voice prompts to add the first phone number you want blocked. Include the area code and seven-digit number even if you are adding a local phone number.
Listen for confirmation that the number has been successfully added and move on to the next phone number until all the numbers you want blocked are entered.

Is there any way to get this to stop?  I get 5-10 calls a day from this "out of service" number!

I have been getting 4-6 calls from this number a day for several months now. It comes across the caller id as St Helena 707-200-4178. Just like above, I called back once and it said number is out of service. I answered once and heard someone say hello but that was it. Very annoying!

I have received 8 calls from this number in the past two days...same as above comments, dead air on the other end.  I called back once, and got a recording that the number is out of service.  Incredibly annoying...at least "Rachael" identified herself!

Busts don't happen overnight..  Real life isn't CSI done in a hour. They can't stop these callers and their spoofed numbers. All you can do is report them and consider buying a call blocker or call blocking phone.

Calling  for WEEKS.  9 times today alone and I have NEVER answered.  Have filed complaints to no avail.

I got 8 calls from 707 200 4178 today.12/12/13  No one on the other line when I have picked it up

I get about 3 to 4 calls from707 200 4178 daily from 8.00 am till 8:30 pm.
Sometimes a person says Hello but nothing else, most there is silent on the other side.

707-200-4178 calls me numerous times/day.  If I call back the # is OUt of Service.  I texted the # and said STOP CALLING ME, and I got another call w/in 5 minutes.  Damn annoying!!!!!

I receive at least one to two calls from these scammers every day! When I call the number back it is an "Out Of Service" line.  They must be sending a bogus caller ID number because the incomming number keeps changing. I have received calls from 707-200-4178, 707-207-4276, 707-206-7049, 707-200-4189. I began recieving these calls daily begin approximently 10/28/2013

Man named "John" has also called for a" senior protection " program yesterday--asked him to take me off list.  Same guy with an East Indian or Middle Eastern accent called today for a "solar energy program as affiliate of PG&E"  when I aksed for a number to call over at PG&E he immediately hung up!  Calling back --get a message that this number is no longer in service!  How do I block this number?--calls several times a week...

Same story as above. Half literate a***ole calls about four times per day.

Same low life scumbag crooks previously calling on 707-206-7049 now using another number to make their robocalls. The call is recorded but with a voice saying hello, then dead air making you wait for the person to answer. You then get their live person, a gruff voiced male trying to rip you off from energy sales. He claims it is not a sale, but to offer a government program. This is about as true as everything else they do, meaning NOT.

Caller number is spoofed -- they are not in the 707 area code and caller blocks on this number unfortunately will not work.
