Answer the call if you want to know who it is! That's what I did. There was an Asian guy on the other line and he was selling cialis and Viagra. He offered different quantities ranging from 100 - 250ct. For $1.20 per pill.
He wasted no time asking for my C/C # and when he did that's when I asked him where he was located and also asked for a call back #. He have me a # different from the one he called from, area code 210 (San Antonio). I'm located in Austin but kept my 707 area code.
I never did call him back. He called back a couple times but I was busy at work and couldn't take the calls.
This felt like a scam but I'm not certain.

ADDENDUM
For those wondering why the call, even though one's number is in the DO-NOT-CALL registry; and/or where the caller *GOT* the number...
...robocallers like this care nothing about the DO-NOT-CALL registry; and the reason they're doing number checking, as I described in that to which I'm now replying, is because they're just calling numbers in a given block sequentially. They've not gotten a list anywhere. They just start at...
([area-code) [lowest known prfix in that area code]-[1001] and go from there to -[9999]
...and don't care, one wit, about whome they irritate, or what laws they might be breaking. What they (the sellers of such lists) don't want is to charge x-number of dollars per thousand, and have however many thousand numbers not work and so they have to give a refund to the telemarket to whom they sell the list; and so that's why they do number checking.

Called my cell number (which is in the FTC's DO-NOT-CALL registry) on 10 April 2014 at 3:42 PM PDT; just one ring, then hung-up.
This is a common tactic of those who sell lists to telemarketers. The list seller robo-calls the numbers in the list to ensure only that they are working numbers (hence the reason that only one or two rings are needed).
Most of the time, once one has received a number-checking, one-or-two-ring-only call like this (and the 707-200-7689 number is almost certainly spoofed, by the way; not the real number of the robocalling unit), s/he may almost certainly be assured that a day or two or three later s/he will receive a telemarketing call from whomever bought the telemarketing list.
On cell phones, which usually have the ability to block numbers built right in, it's best to block numbers like this call list seller's {likely spoofed) number, as well as the number of the telemarketer who will almost certainly call a day or two or three (or maybe a week, who knows) later.

Call received at 9:15am Mar 9, rang once no voicemail. My cell is registered with DNC and private. How are they getting the number? The weird part is that because I keep this cell number so private I have gotten zero fake calls on it for over 2 years, BUT in the last 24 hours I got 5, four from that organized crime outfit in North Dakota 701-264-5000, and this one. I'd put money they are linked.
