who the hell are these people

Whoever this is (707-736-6409) has called twice asking for the owner of our business. She called today and the same person called.  When I say he's not available they ask if he has a partner or if he's the sole owner. I tell them I'm the office manager what can I help you with and all she says is she'll call back.  Today I said if you are a telemarket remove our number and do not call before I report you.  I am sick of these morons calling!!!  Anyone have any idea who they are?  I google the number but it does't show anything.

same as all the rest.  they ask proprietary information.  put me on the spot .  definately want to speak only with an owner/ officer with clout.
Rude people.  pushy and forward.  called me from 707 area code but when I called it back it went to chicago.  
They are vague to tell you anything about them but want a lot of info about you.

I too have recieved 4 calls today alone from these people.  When he called he said they were in the area doing business along are same lines as us wanted to know who owed the business if it was a corporation who we were affilated with.  VERY SCAMMY.  I called it back apparentaly its a business management firm I told the lady that answered the phone to remove us from all calling lists.  See if it works.
Name of company IPA

Someone named "Donnie" from "IPA" called from this number, asking for my boss (the owner) by name, and sounding as though he's his best friend.  Won't leave a message, says he'll call back, but it's getting on my nerves.

They call every day at least one time and when you answer no one is responding

I've gotten these calls too.  The caller lives in Annapolis, CA which is literally in the middle of nowhere!  Just a street called Annapolis running past a population of 362.  No P.D. so the county of Sonoma's Sheriff's Office takes care of Law Enforcment, see:  http://www.sonomasheriff.org/
