Got a call from this person today more than 4 times

Got a message today from some lady who indicated my telephone number entered some contest within the last 18 months and I should call them immediately.  I never entered a car contest, so I blocked them from ever calling me again.

I got a call from this number this morning.  A recorded message "please call Tony at 708 897 0013.  Is this some sort of scam.  I did not call.
