Who ever is calling hangs up as soon as I answer but will stay online if I let it go to my voicemail

Even though I mark "do not want a call" to further my education/training when I apply for jobs online, I continually and immediately get multiple calls. I have tried returning the calls to ensure I am not contacted again but you cannot get through to anyone. How do I stop the harassment when I have clearly stated on my application that I do not want to be contacted?

Recieved calls from this number . no reply when answered . Called back and it said the number is disconnected 4th call in 3 days.

I got a call from Credit Card scammers who are probably faking this number on caller ID.
