It's a survey thing.  I called it back and it gave an option to cancel my number from their call list.  Took about 10 seconds to get my number off their list.

[basically 5 miles south of Torrance and 5 miles west of Long Beach]
[near the Los Angeles Maritime Museum]

My guess it likely Resource Nation, which is a huge one in San Pedro CA 90731.
They do about a hundred different things and about a dozen deal with telemarketing.
