They are bogus or 3rd party collectors. The tactics they're using are illegal, proving that their claim is invalid or a fraud attempt. Demand written proof, as outlined by federal law. By mail, not e-mail or fax. They refuse? They're frauds. Simple as that.
Know your rights under the FDCPA. Google it.

I called them back because they told my voicemail she was with the legal claims office and it was about a check protest. Return number was a fax line.

I called them back and it was a fax number. The woman identified herself as Colleen Schwartz and she said that she was a legal claims office with the legal court for a check protest. I don't even live in NY!!!
