Start here:

Consumers across the country report that they're getting telephone calls from people trying to collect on loans the consumers never received or on loans they did receive but for amounts they do not owe. Others are receiving calls from people seeking to recover on loans consumers received but where the creditors never authorized the callers to collect for them. So what's the story?

The Federal Trade Commission (FTC), the nation's consumer protection agency, is warning consumers to be on the alert for scam artists posing as debt collectors. It may be hard to tell the difference between a legitimate debt collector and a fake one. Sometimes a fake collector may even have some of your personal information, like a bank account number. A caller may be a fake debt collector if he:

is seeking payment on a debt for a loan you do not recognize;
refuses to give you a mailing address or phone number;
asks you for personal financial or sensitive information; or
exerts high pressure to try to scare you into paying, such as threatening to have you arrested or to report you to a law enforcement agency.
If you think that a caller may be a fake debt collector:
Ask the caller for his name, company, street address, and telephone number. Tell the caller that you refuse to discuss any debt until you get a written "validation notice." The notice must include the amount of the debt, the name of the creditor you owe, and your rights under the federal Fair Debt Collection Practices Act.
If a caller refuses to give you all of this information, do not pay! Paying a fake debt collector will not always make them go away. They may make up another debt to try to get more money from you.

Stop speaking with the caller. If you have the caller's address, send a letter demanding that the caller stop contacting you, and keep a copy for your files. By law, real debt collectors must stop calling you if you ask them to in writing.
Do not give the caller personal financial or other sensitive information. Never give out or confirm personal financial or other sensitive information like your bank account, credit card, or Social Security number unless you know whom you're dealing with. Scam artists, like fake debt collectors, can use your information to commit identity theft ? charging your existing credit cards, opening new credit card, checking, or savings accounts, writing fraudulent checks, or taking out loans in your name.
Contact your creditor. If the debt is legitimate ? but you think the collector may not be ? contact your creditor about the calls. Share the information you have about the suspicious calls and find out who, if anyone, the creditor has authorized to collect the debt.
Report the call. Contact the FTC and your state Attorney General's office with information about suspicious callers. Many states have their own debt collection laws in addition to the federal FDCPA. Your Attorney General's office can help you determine your rights under your state's law.

I received a call from these people last year and had to get my attorney involved to get them to stop. They are saying that there is a claim filed against me for non payment, yet with a check of the court systems there is no claim.  After my attorney threaten to file a claim against them they stopped calling, this was March 2013. It is not March 2014 and they have started to call again. Now it is a recording and when you call them back there is never anyone available. I have turned this over to my attorney once again and we have filed a complaint with the Attorney General's Office in New York, where the number is coming from and Arizona my state of residence.  This company is a scam and are trying to scare individuals into giving out their Credit Card Information!!! BEWARE!!!

Debt Collector
Payday loans are easy debts to buy up, because often times the collectors are really just arms of the companies lending the money out to begin with.  Normally a collector will pay pennies on the dollar for a debt to collect on it and if they are persistent and efficient there is money to be made.  The problem with the collectors used by these companies for these types of debts often don't play by the rules.

The rules, the FDCPA, provide you with protections under the law when being contacted by a collector.  Verify the people are who they say their are, that they are the authorized /  assigned collector for the account and that they have their I's dotted and T' crossed.  It is frighteningly simple for someone to order a Magic Jack, pull up a list of people who have previously taken out a payday loan or some other defaulted debt and act as of you are the collection agency assigned to the account.

Do not pay these people any money.  Wait for the Dunning Notice to come in by regular mail.  Respond to the letter via Certified Mail asking them to validate the debt.  Chances are, if they are not a real collector, they will not be able to verify anything and will just stop contacting you.  If it's legitimate, work with them to set up payment arrangements to clear up the past due account.  If they are fake, report them to the AG's office in your state.

It is a scam. They threaten you to instill fear. They send you emails, threaten to come to your job. If they are legit, why call from cell phone. Bill collectors do not use cell phones.

I received a call from this number and i called them back. It was about a payday  loan they say i took out in 2012. I told them that i didn't take a loan out. I also informed the lady on the phone that even if i did, there is no debter prison in America. You can not go to jail for failure to take pay back a loan. She said i was being smart and hung up.

Got the same call from Buffalo, NY.  They left this message on my business phone voice mail:

"Hello, I'm calling from the office of Executive Arbitration.  Your file has been assigned and is now ready for review.  Please call us today; we'd like to go over the details with you.  We can be reached at:  1-800-286-1326.  When calling, please refer to this file number:  420376 (in an automated female voice).  Again, our number is 1-800-286-1326.  Thank you."

Getting the same call as the above people. Calls several times a day on all my phone lines. They identify themselves as Executive Arbitration. The number they are calling from is identified as a cell number but they give a completely different area code and phone number to call back.

For the past 2 weeks or so, I have been getting 2 or 3 calls each weekday from this number.  They identify themselves (automated message) as "Executive Arbitration" or something along those lines and say they have been authorized to arbitrate "my claim."  I have nothing that needs arbitration.  Typically, the messages are either a) starting with "This message is for gaggagagagagbelegarblegarble (unintelligible noise)..." b) Identifies the caller as "Executive Arbitration Group" contacting to arbitrate something, or 3) is probably a follow-on call from #1 or #2 as it starts off with another phone number...  All come from the same number - identified as a wireless caller and then the number listed above.

Highly irritating - they are calling a company office line (a direct outside line).

This  number started calling a couple of days ago. They started with they were reporting that they have filed with my local district attorney for arbitration court. Then they started saying while I have my taxes, the company they represent have given them permission to save me money in arbitration. This number calls three to four time a day. They also use an automated voice.
Anyone know who this is. I personally think I have everything taken care of.
I have a credit card issue from 1999. It was arbitrated in 2000. I paid and about a year ago they started calling again stating that I over 3,000 dollars because of late fees for the years. the original amount on all this was 100.00 that is it. how do I get them to stop.
