Unknown name on caller ID. I heard a beep... then silence. What the heck?

I get hangup calls from this # and I wanted to know who it was.

I've kept a spread-sheet with the numbers, names, and what I could find about those numbers online.  Since late April 2009 I've received about 104 hang-up telemarketer type calls.  In my experience the Do Not Call Registry is a joke.  Maybe some companies honor it, but individual telemarketers apparently do not.  Since I got on the Do Not Call Registry, the number of hang-up telemarketer calls has jumped up tremendously.  As if some of them are using the DNCR list, as their source of phone numbers.  
   Last month, we finally got a laptop dedicated to using blacklist blocker type software.  The telemarketer calls & I enter their caller ID number & caller ID name onto my blacklist.  Now when that particular number calls here, it rings about half a ring and disconnects them.  
   Lately the telemarketers have resorted to using either "Private Name/Private Number" or "Unknown Name/Unknown Number". Yet, NEW telemarketer phone numbers continue to call, maybe 1-to-3 a day, which I promptly add to the blacklist blocker.  Seems there is no end to it.  
   Many have asked, "Why do they call & hang up?"  The apparent reason is that the telemarketers get paid by the number of attempts to contact new customers.  If I get an actual company name, I'm thinking of tracking down Customer Relations for that company and letting them know that their hired telemarketers are calling day & night and hanging up, which does nothing but make me NEVER want to even consider using their company.  It makes their company seem like jerks.  The interruption of getting 2-to-10 hang-up calls from various telemarketers every day, disturbs our peace and lessens the quality of our lives.  If they passed a law to have jail time for hang-up telemarketers, I'd agree.  The problem is tracking them down---the numbers change all the time.  Most of the time when you attempt to call the number back, there is a non-working number message, or a recorded statement that their system has too full messages, or rings endlessly.
   I am glad to know I'm not the only one exasperated & aggravated by these nuisance hang-up telemarketers.  Just wish there was more that we could do to rid the world of these pests.  They are lower than roaches in my sight.

Got a call from PA AAST ...it beeped and then nothing.

Calls are made by law enforcement and are associated with drug-related investigations. The caller's employer instructs them to inform folks that they are calling for donation purposes.

29 Feb 2008  Same as everyone else, just a beep and hang up.  Caller ID said unknown name and phone number 717 786 0140.

my caller ID said "unknown name" then the 717-786-0140 phone number.  No one was on the phone, it just clicked.  when i did a reverse look-up on the web it listed "PA AAST"

Received beep, then hang-up when I answered this call.

got the beep and hang up. Whoever it is needs to stop...it's very irritating

recieved call asking to send letter for money for PA STATE POLICE, told caller they don't solict he said I know we do it for them.

Call with just a beep, no one on the phone.

pick-up got beep then nothing who is calling & why ? are they trying to access my computer ? what gives had similar calls before but never checked the # on the caller id

How do they get past the Do Not Call law?

I received a call from them and my caller ID said PA AAST.

When I answered the phone there was a beep and then a hang-up.

i got a call from this number about a month ago and just now entered it on the computer and sae this so i called it backed useing a blocked number and it said  ''you have reached mailbox number 717-786-0140 the mailbox is currently not accepting messages''.

Call from PA State Trooper Assoc.  ...asking for donation...I inquired about the organization and caller informed that Frank Thomas was the PA Director...I searched guidestar.org and checked the Amer. Assoc. of State Troopers to learn that of the $7.9 million they had in revenue for 2005, over $6.1 million was spent on "Profesional Fundraising fees".  So I DID NOT CONTRIBU

Unknown name on caller ID. I heard a beep... then silence. I am on the no call list so I will file a complaint. But nothing will happen.

As above, got a call asking for some police donations. Didn't sound credible, and then I see this, so.....

Got a call waiting beep while on an other call.  On transfer just received a beep. We had kids traveling so the "A" caused some concern, which is why I ended up at this very helpful site.

After getting burned with the AmVets I now ask for the percentage of collected funds that go to the charity.  If the answer is "call this 800 number", forget it.  The answer is 15% or less.

I get those calls all the time from "The Chief of Police Association". They call you by your first name and act like they know you - it's bull****!!!! If I wanted to donate money, I would do so on my own accord!!!!

This 717-786-0140# called and my husband did not recognize the number, so he did not answer. I tried to cal the number back and it is a recording that says the subscriber that I reached can not accept voicemail at this time. How do we get annoying people, salespeople, charity groups, etc. to QUIT CALING US?????

I just a phone call from this same number and my husband did not recognize the number, since we live in Pittsburgh and this area code is definately Harrisburg. I called the number back and it was a recording stating that "the subscriber I called can not receive voicemail at this time. Screw them!!!! I am so sick and tired of getting these calls from numbers I don't recognize or "unknown name", "unknown number". I thought there was a Federal Law put in place when they started the "Do Not Call" local and national opt out website. But apparently our Government is not enforcing its own Laws, go figure!!!????

They called tonight, used my name, but then the line went dead. There was a lot of noise in the background. Almost like a restaurant or bar. PAIN!

called on 2/23 at 11:46 AM.  don't know who or why.

received phone call from this number and when I answered, there was no one there.       I *69 the call and the number was 717-786-0140. These calls are very annoying.
