I was told to do the same in the call..the voice was a foreigner.

I received a call from a man who had a strong southeast Asian accent representing himself as someone "confirming" a letter from Con Ed saying that henceforth New York State taxes would not be charged by the company (or would not be levied by the State).  He said our call was being recorded and wanted me to confirm my name, address, Con Ed account number, all of which he had.  I told him at the end of the call that I did not want any change in either service or energy supplier.  I don't know whether he was legitimate, but suspect he wanted me to switch the company that supplies my energy--not the service itself.
