Said he didn't have access to online bank from where he was, BUT he did have access to paypal connected to his bank.  SCAM!

Tried to get paypal info by contacting me from craigslist.

Tried to get PayPal info. Illiterate foreigner pulling scams for sure.

Internet scammer asking for PayPal info. They need to watch more American tv
