If you have comcast, you can block this number by entering *60 (after you get a dial tone) and adding this number to your call screening list.  When the caller from this number tries to reach you again, the comcast application will inform him that you are no longer taking calls from this number.

Caller states my new credit card w/high interest rates and I should dial "9" to correct it.

I call it back and obviously it won't work.
