Yes, it can be annoying - but don't be too harsh if you answer and nobody is on line, or it gets disconnected.   IF in fact this comes from real Disabled Veterans group, (1) the person on other end could have disability that resulted in call disconnect,   (2) the person may be doing best they can and is at least trying to live meaningful, productive life, but being at call center might be their only outlet ----- and, (3) it is not the person that is calling you, it is 99% sure to be a "robo call".    Blame the group heads, not the actual person.  

So, hang up and go on about your life, without being mean spirited about it.

Guys, and gals, do not post your telephone number on sites like this.....    The telemarketers and scammers do not read these sites and neither will this be reported to any authority agency - it is a public forum, meant only to see if others also get the calls.  and to support your feeling that it is robo-call and not simply a misdialed number.     You have to officially register your number with the national Do Not Call registry, and even then, officially recognized charitable organizations are exempt from their rules.   Best you can hope to do is reduce number of calls, and have exempt organizations refrain from sharing your number.

This caller calls every day and hangs up.  When you call back the line is busy.  How can I call block this number?

Called around Noon and a Saturday. When I picked up they hung up on me
