Keep calling and hanging up even when we pick up the phone.
I checked and it was a Kansas number so I called it. Digital voice claims it is a "Cox Phone Only" special package.

have received numerous calls from this number to purchase HBO for $5/ month and also they call and not answer me when I say hello.

Calls repeatedly and hangs up. If you return their call they say "Cox" not "Cox Communications." Reported them to Cox Communications. Cox Communications representative speculates they might not be affiliated with them and they have gotten several complaints about this number. Waiting to hear back from them.
