I have also gotten at least two calls, I do not answer and they do not leave a message

someone continues to call me in California from this Florida number. When I call back, they answer the phone but do not say hello.  They silently wait on  the phone (can hear them breathing) then finally hang up.
this is really spooky and seems like a stalker. I need to know who this is, these calls need to stop  immediately!
