We have been inundated with calls such as this recently. I have been blocking as many as I can but numbers like this - with 199 - comes up as not a real number so you can't block it.

when called back you get the recording that your call cannot be completed as dialed, check the number and try again...
Obviously a spoofed number. most 800 call I get have a CID: toll free caller
these telemarketers are smart how they get fake numbers to escape detection....
