i have had my current phone number for less than 10 days.
received call from (800) 254-2919 on a Saturday afternoon, did no answer, left no message. i called back. was on hold less than 30 seconds. guy who answered asked for my name & Capital One card number. i told him the sitch, that my phone number is brand new and i don't have a Capital One credit card (truth). he took my number and asked me to allow 24-48 hours to remove it from their database. he was polite.

Nine calls from this number so far. Finally gave in and answered. It was a recorded message and was already on when I answered. Only caught "Financial Mutual". It this is Capital One they're using various numbers. I just made a complaint from a 410 number they were using. Also getting calls from them every day on that number. Those finally stopped. When they did this 800 number started. Going back on the National Do Not Call Registry to make another complaint.

They call daily during primetime - very distracting and frustrating.
They do not leave a message on your voicemail.
The automated messages states they have an "important business account matter" and request you to call them at their XXX number.
I called XXX number twice requesting to be removed. Agent forwards to manager, yet calls still continue.
I then called the number from which calls originate 1-800-254-2919. Agent sounded like he was aware of the problem and promised calls will cease within 24 hours.

Prerecorded call asking me to call back because of an "important business account matter". The first part of the message loop was cut off, so I don't know if they identified themselves.

NCO Receives FISMA Certification From Department of Education
HORSHAM, PA, 12/16/2009 - NCO Group, Inc. (?NCO?), a global provider of business process outsourcing services, is pleased to announce that it has received their Federal Information Security Management Act (FISMA) Certification from the Department of Education.
According to the National Institute of National Standards and Technology, ?The act recognized the importance of information security to the economic and national security interests of the United States. The act requires each federal agency to develop, document, and implement an agency-wide program to provide information security for the information and information systems that support the operations and assets of the agency, including those provided or managed by another agency, contractor, or other source.?
This year, the Federal Student Aid (FSA) changed its requirements to establish a continuous monitoring program to ensure that controls are reviewed on a consistent basis and that documentation is up to date. To that end, the US Department of Education required that its third-party collections agencies comply with FISMA and to ensure that the system maintains its accreditation and ?Authorization to Process? by the end of October 2009. On October 2nd, 2009, NCO was one of only a handful of agencies to submit final documentation and complete the certification process in 2009.
This certification further strengthens NCO commitment in providing information security to its clients and their customers.
General information regarding the FISMA certification and process can be viewed here:

I called the number back, it is Capital One and they immediately asked for my 16 digit Card number. I told her that I didn't have a Capital One card and she asked if I was returning a Call from them, I said yes and she then asked for my phone number to "Look it up". I hung up on her...bad ju-ju.
