This number is the, "Card Activation Service," used by banks which issue credit cards. The bank sends a new credit card with a label stuck to the surface of the credit card with this telephone number on it. The customer is supposed to call the number to confirm that the card arrived in the mail. Nobody actually called me from this number. My card was issued by HSBC which was recently acquired by Capital One.
