I looks like 800-627-4149 is indeed Microsoft.  It's the MSDN Subscription center.  I got two calls from them and I just called them back.  They had my account info and wanted me to renew my subscription before prices changed.

Exact same robo call about MSDN subscription has lasped. Same number 1-800-4249

Robo call saying my MSDN subscription has lapsed.  Says to call them at 1-800-627-4149.  Very unlikely that this call is from Microsoft.
