The Mentioned William M Flinn is "allegedly" a scam artist... has few name variations and/or name extension [ex. Jr. Mike Flinn] has extensive criminal record and knows exactly what they are doing. Like many of this type of Individuals they think they know it all "allegedly" [SMILES], But us too can inform our-self as consumers.They will continue to say they refund has been applied, hoping you give up the fight, after 3mos Credit card company is not going to do much, not to mention the SEC code should not be handed to these people, although they can still process the card it will look better for you at the time of fighting this "Chargeback"

Q? why would a good company would change names so much in such of small time frame? ..

phone number in these types of biz are hard to track due to dialing system, in other word they can change their number everyday, also do they ask for your Credit card number Again when u request your refund? a way of tricking them is asking them to read the number back to you. we  understand is not legal for just any body to have a full database full of people names , address, phone numbers, oh yeah, and credit cards numbers.

My recommendation is to call the DOA of Florida [department of agriculture] who also handle consumer services, and express your concern to them , we might not know all the laws like the bad guys, but we do have people that our own government has implemented to ARREST who "allegedly" has been committing this acts of crime.The more calls , the better hope you understand that thee are bigger acts of crime being committed out there, but that's because they only receive a few of your calls, if they start to receive a higher call volume they will focus on the matter.

The same thing happened to me, from a company called Reservation Center International.  I attempted to cancel the trip well within thirty days, and they kept my vacation vouchers and refused to refund my money.  Multiple phone calls to the same person (the only person I was able to contact by phone) refused to give me his name and refused to refund my money or vacation vouchers and hung up on me every time I called back.  One year later received a phone call from the same company asking if I would like to pay more, and extend my trip offer, since I had not used it and it was now expired.  I tried to explain my situation but not able to resolve it at this time.   This company is not legitimate, and has no return phone numbers to contact anyone besides the one rude man in New Port Richey, who will no longer answer my calls.

I was sucked into buying a package from this company for $500 and was given all the guarantees including the right to cancel for a full refund within 30 days.  I requested a refund by registered mail within the 30 days.  I waited for the next credit card statement at least 20 days and then another statement and there was no credit.  I called and was told that I needed to have called to initiate my refund even though the paper work says a written request is necessary and nothing about a call.  I again waited another statement and no return.  Called again and was told it was being processed.  Waited again--no refund.  Then I contacted the Florida Department of Ag and Consumer Affairs.  I forwarded them all of my documentation.  It is now 7 months *Jan29, 2010* after I purchased this package and 6 months after I returned it, and I HAVE RECEIVED THE FULL CREDIT OF $500 to my credit card today!  I also initiated contact with the district attorney in FL and will be writing them now to say the credit has been received.  You can easily search for these  websites and initiate your own complaint.  I think the thing I had going for me was the registered mail receipt and copies of all correspondence with this company.  Good luck!

I BOUGHT A PACKAGE AND FOUND A DISCONNECTED IN PORT RICHIE, FL.  SOMEHOW I FOUND ANOTHER NUMBER THAT WORKED (1-888-808-1814 OR 727-245-1750)  AND AM GOING TO USE THE PACKAGE JAN 1ST.  YOU HAVE TO GO TO SOME WELCOME CENTER FIRST IN DAYTONA.  THEY SAID I WOULD BE STAYING AT THE LAPLAYA, SO I CALLED THEM TO SEE IF I HAD A RESERVATION AND THEY SAID YES AND THAT THIS IS A LEGITIMATE COMPANY, BERKLEY.  I SURE HOPE ITS TRUE BECAUSE I HAVE ANOTHER ONE.  ALWAYS SAY NO OR TALK THEM DOWN.  I ONLY PAID 250.  BE CAREFUL WHEN YOU MAKE RESERVATOINS, THEY TRY TO TACK ALL SORTS OF FEES ON YOU.

Apparently they are still around.  I've tried numerous ways to contact them and nothing seems to be working.......I suspect I've been taken for $498.95 plus they take $20.00 per month from my credit card.  I've done some dumb things in my life and I guess this is going to rate near the top of my MISTAKES........FrankieD

I am retired and bought this vacation package in 2007.At that time I was told I had 3 years to use it upbut if I didnt use it within the 12 month period from the time of purchase it would cost me 60$ to delay it.----so I did this  until there was a suitable time for my wife and I to go. My cost are now over $500. The last few days I have been trying to reach them to make my travel arrangements with them ---but no luck. Ihave tried calling but either busy or another no. that I had is now out of service. It looks like now I have been taken. Do you have any suggestions on what I can do now or how I can contact them.

I know that he is not participating in a scam or fraudalent business and so far everyone local that has bought a package from them are satisfied. They also have a free website for people to get together called TheFratLounge.com.  It promotes one of the local businesses here in NPR as well.

Actually I did check out the Better Business Bureau on Vacation Promotions. They are not accredited and they have recieved an F on the ratings. It cracks me up that these con artists are monitoring websites to write fake testimonies that they are a great company. They have lied to thousands of people and will also lie on websites to throw off more people. I have filed a police report on these people. I am hoping that they get what they deserve.

US Buyers - Send letter via USPS Priority Mail with Delivery Confirmation. Do not pay for Signature Confirmation - your proof of mailing and proof of delivery is all that's required. Don't worry about WHEN the letter is received, as long as it is postmarked within the 7-day period.

Foreign Buyers - Use whatever mailing system which will provide you with proof of the date that you mailed the letter. Again, when it gets to Summer Bay is not as important as when the letter is postmarked.

Sending your letter via email also is just a back-up system and often gets your refund processed faster. But you still have to send in a cancellation letter via a postal or other delivery service to ensure that it was actually received by Summer Bay Resort. Fedex, UPS, and other such shipping companies are too expensive when the postal service gets it done a lot cheaper. REMEMBER - the date of delivery is not relevant so spending on Fedex Overnight or Express Mail is not worth it. Just get to the post office within the 7 day cancellation period and you will be fine.

Be sure to include your email address and phone number in your cancellation letter. Go to www.beginmyvacation.com or www.mysummerbay.com and log on using your email address and phone number given to the sales agent at time of purchase. There you will find your "Confirmation Letter" and "Terms & Conditions". Include the Package Code, Price, and Thread # in your letter. IMPORTANT: If you are running out of time, i.e., down to the last day or two in the 7-day cancellation option, and you have trouble logging on, don't worry about including that additional info - your email address and phone number will be sufficient.

Be sure to print out a copy of the Confirmation Letter and Terms & Conditions and keep that with your copy of the cancellation letter and proof of mailing.

When I was younger I worked for this company for about 3 weeks. At first, it seemed like it was a good company with honest intentions. Well, it only took a few weeks for me to see it for what it really was. How it works is I call you and pitch you the vacation. One of two things happen. Either you bite and want to know more about it, or you seem sketchy and aren't really going for my pitch. Thats when I put you on hold and snap a piece of paper. Once that paper snaps, every supervisor in the office (usually 5) comes barreling towards my phone. I give them a brief run down of you objections and they take it from there. They are VERY manipulative and pushy. They will try EVERYTHING to get you to bite on the package, even lowering the price to $199 for 4 people is an option. Once you give you credit card number, it is IMMEDIATELY given to the "pod manager" and they run you credit card for payment. After you get done talking to the second person, they give you to a third person called "verification". They tell you that they are recording the call for "your protection" and they are going to give a run down of the purchase. They ARE NOT recording the call. They NEVER record anything. You don't know it, but you are already booked and charged at that point. Now, here is what I found out that made me quit. When you go on your vacation, you ARE NOT staying at a resort. You are staying at a motel 6 (unless you want to pay the extra money when you get there). The only way you will get the theme park tickets is by attending a timeshare presentation.. What that means is they are going to lock you in a room for HOURS trying to sell you a piece of the resort. It is a horrible thing to do to people. Another thing, their office was RAIDED by cops a few years back when they were under the name VIP travel if I'm not mistaken. They had a drug ring going on IN THE OFFICE. They also did not have the proper licensing. William Michael Flinn, and Michael Kirshenbaum are the people that run the telemarketing rooms (when I was there anyway) Their Merchant accounts were frozen several times due to not abiding by FL rescission law.  Thats when they Run credit cards from several personal PAYPAL accounts when their merchant accounts are frozen. One owner (Victor) owns ?Ecstasy?, a strip club on HWY 19 where prostitution takes place on a nightly basis.
-******** employees, and not abiding by labor laws. Also, allowing 15 year children to handle sensitive credit card information. Michael Kirshenbaum has had major drug arrests, but the parents of some of the kids working for him have no idea. DO NOT TRUST THIS COMPANY!!! To anyone out there who is suffering KEEP TRYING to get your money back.  Lodge a complaint with the Better Business Bureau West Florida, and also the Florida Department of Agriculture and Consumer Services.  Make sure you keep details of calls and dates. I did and these two orginizations helped me secure my refund.  They kind of act as mediators. It was the Florida Dept of Ag that got my positive result for me. Vacation Promotions just gives you the run around and hopes you will give up. DON'T GIVE UP

You will never get your money back from this company.  They will make you think that it is being processed and keep delaying until your credit card company can no longer retrieve the money either.  Call your credit card company immediately, if they cannot help, get Vacation-Promotions to re-issue the vacation package back, take the trip, go to the time-share presentation, make it look like your interested in making a purchase, waste as much of their time as possible, and when it comes time to sign for the time-share, get on the table and take a huge dump on the contract.

I was contacted over a year and a half ago and thought the promotion sounded great.  I purchased it as they told me I had 3 years to use it.  The whole thing cost just over $500 US.  Recently I thought I would try and book the holiday but became extremely skeptical after finding this site and reading all the negative comments.  I contacted the reservation center and dispite the fact that their website now says 12 months to use the promotion, I was told I had 3 years.  I relayed the info to the CSR and they said there was no problem, all I needed to do was send in my certificates and dates.  I did so the same day and was contacted immediately.  All that was left was confirming my dates with the hotel.  I even mentioned that I wasn't using the cruise due to the added costs.  The CSR tacked on 2 extra days in Orlando instead and removed the cruise from my promotion.  Today, now a week after initially contacting them, I received my confirmation and itinerary.  I arrive in Orlando March 8 for 5 nights and then to Daytona for 2 nights.  I did however have to authorize a one time $99.00 US charge to activate the promotion.
It seems like everything in working out and the vaction is a go.  I'm just glad (or hope) I haven'y wasted my original $500.00.
It wasn't as bad as everyone on here made it out to be.  When I called it was answered by a CSR right away, when I email, I am replied to right away and it seems like I'm on my way to Florida soon.
I'll let you all know how it went when I return.

Called Jan. 10/08 and after very much discussion and questions, I foolishly went ahead and said yes and gave details about my c.c.  I received my papers  soon afterwards, but as I was not able to go ahead with a trip, I had put it away.  I just pulled it out and realize that it is almost a year further.  I then went online and found this site .  I am sad to see there were many others and am not sure what to do now.  If someone has some advice for me, please let me know asap

Offered the promo, got given all security numbers and sounded legitamite. I saw all your posts but beleived him when he said there are many names trading under theirs and they were legitemite. I knew, but hoped I had won. In the end they are trying to deduct $498 while they talk to you. In the end he sais yes this is a scam and hung up.
