FYI: I'm not sure how it has worked for other states but I do know that in Oregon, during the 90's, records at the DMV were public record. Meaning any Joe Schmo or business could retrieve your information by walking up to the desk and asking for it. So, even though years have passed and laws have changed, there are still some old lists out there. When you go thinking of how people get your information, be aware that some government documents are public record. Also, if you don't read the fine print on EVERYTHING, companies are allowed to sell your information. Its impossible to protect yourself against all people who are out to steal your information or stuff, but being aware and staying current will provide some protection.
