I receive 5 calls a day from this number.  States if you are not_____________, hang up immediately, I hang up however they continue to call.  I do have medical bills of which I have an agreement with the provider to make monthly payments, I make those payments.  I do not have any agreement or debt with this company.

You left some excellent information.  What people need to know is that they are a Junk Debt Collection agency.  Meaning that they buy up a bunch of of bad debt for literally pennies on the dollar if that and then try to collect on debt that is out of teh SOL "Statue of Limitations".   Debt where they can't sue you, can't put it on your credit report.  All they do is lie to you to try to scare you because they are trying to get any money out of you because whatever they get will be profit since the original creditors has written off the debt (they didn;t lose anything by you not paying" ansd they sold it to these bums.

Don't talk to them, if you do get their address and send them a FOAD letter and a Cease and Desist letter.

A FOAD lettter is a letter stating that you don't acknoledge the debt but if you did it is out of the statue of limitations for them to take any legal action and they can F*%K OFF and DIE.  then tell them to cease and Desist from calling you at home, at work, any family members and to stop communicationg with you in any way since this is a debt that is SOL and they will NEVER collect anything from you.

They called my wife Marge 8 times in a row till i got home from the Power Plant and got their address and sent them the same letter I told you about. It's a good thing that Bart and little Lisa told be about them calling at all hours of the day since Marge was too scared to tell me.  I was down at Moe's drinking some DUFF Beer but I did take care of this.

You should do the same thing and sock it to these scum of the earth collection agencies.  don;'t take any crap from them and never talk on the phone with them because they will LIE to you.

I reported them...SEVERAL TIMES to www.donotcal.gov  ...Worthless waste of time because the calls just keep on coming.  It is a collection agency looking for someone I have never even hear of.  Have told them over and over to stop calling and the person is not at my number (which is a cell number, so they are eating up my minutes)....does no good...a day later the phone rings again.  And you have to listen to a minute of recorded crap before you can get to a person to bi*** at.  Sick of it.

These people are something else.

Looking up this number I found out that these people have been hounding me for more than a year.  It's not just phone calls.

They sent a "bill" to my address with my son's name on it addressed to someone who does not live at my address.  I must have received about 30 bills.  After the first couple of times, I wrote "addressee not at this address. Return to Sender." on the Envelopes.  The Name on the "bill" was Absolute Collection Services.  Then they started calling. I spoke with the person, she told me that they had been sent a bill from a medical provider.  Basically, they said that it had been sent to collection.  I said I had never received a bill from that provider.  I told them that if it was a valid claim then the provider had to send me a bill and I would pay them.
This stopped the calls but I never received a bill.

A few months later I started getting the "bills" in the mail again.  I sent them all back.  Then the calls started, I ignored them.  Unfortunately one time my husband answered the phone.  The women told him that if it wasn't immediately it would go on our credit record.  She also told him that he could take care immediately by paying with a credit card.  He gave them the card number and they made the charge.  When I found out the same day, I immediately called the Credit Card Company and disputed the charge.  They removed it because I had never received a bill from anyone for the date of service and in addition they had sent bills to someone else at my address.  We blocked them from charging to our card.

Monday (2/18/2013) I got a call from them again.  They asked for my son who is 13 years old.  I told her he was my son  and what was it regarding. The woman told me that she was calling regarding a debt that had been sent for collection.  She said it was for services in September of 2012.  I said we had never received a bill and they would need to send me a copy of the bill before I would pay it.

She then said that she had spoken with my husband on Friday (2/15/2013) and he said he would send out the payment but they had not yet received it.  This was Monday and it was a legal holiday so there was no mail, so it was impossible for them to have received it.  I asked her why she was calling if she had spoken with my husband on Friday.  Her answer was that they call as a courtesy to make sure that we did forget to send the payment. I told she would just have to wait for the payment to come and ended the call.

As I thought about it, I realized that I did not receive any bills or notice of collection for services in Sept 2012. I also realized that I didn't recall any doctor's appointments in Sept 2012.  My son has a Septmeber birthday and normally a child would have their well care visit during the month of their birthday.  However, due to the timing of some medical issues, my son sees his doctor in January.

My husband is away on business, so I couldn't ask him about it until really late.  When I spoke with him, he said that he had never received any call from a debt collector on Friday.  As we talked about it we realized that this was the same thing as had happened before.

I called the number back to see who the debt collector was.  The message on the phone is "You have reached Optimum Outcomes Inc, previously Revenue Cycles Solutions Inc, please hold and you will be connected to the next available agent."

So here's the thing:

1) They have gone by at least 3 different names since 2007.
2) When they call they have enough information to make it sound real.
3) They generally don't know the actual name of the person who guarantees payment when the service is originally provided (looks like generally happens where they say the debt is for services to a minor in the household).
4) They use general words like "your husband", "your wife", "your spouse".
5) They threaten your credit rating if the bill is not paid promptly.
6) When asked for information about the debt, they will only tell you that it is for medical services and they may give you a date of service.
7) They offer to "take care of it right now."

They may be a legitimate debt collector, but it seems to me that they are padding their profits by making up debts.  Since people don't want their credit score damaged they cave and make payment.

This is Fraud and if they send you a bill in the mail it is Mail Fraud which is a federal offense.

Maybe if enough people complain they will put these people in jail instead of only putting them out of business so that they are able to start all over by just changing their Name.

Just my opinion...

If I was being harassed by ACS, I would file a complaint with the North Carolina Department of Insurance. The NCDOI licenses and regulates collection agencies in NC.

If ACS was harassing me about a debt owed to a medical facility, I would directly contact the facility's general counsel's office to let them know what their agent is doing wrong. For example, I would contact Duke Hospital's GC:

Companies like ACS can only intimidate me if I let them. I would stand up for my rights. I would let their client know that my rights are being violated.

ACS may be subject to NC General Statute 58-70-90. If ACS violates it, I may be able to sue them and receive $4000 for EACH violation of that law.

I've gotten calls from them too since I got my phone for Christmas. Only answered twice and they asked for two different people with each call. If it wasn't a machine, I'd tell them they have the wrong number, but it is and I'd rather not bother with them.
I'll see if they call again tomorrow asking for someone else. If they do I might look into blocking the number.

Hey everyone. When these people call you looking for someone else and they continue to call youm they are in violation of the fdcpa. If you tell them to remove your number they are not allowed to call you anymore due to 1 of of the fdcpa laws. I use to work for a lawfirm and I know all about what they can do or say. Next time u get a call tell them they are in violation of the fdcpa and will be hearing from your lawyer. This will get them to stop calling you. Do a little research in google. Type in fdcpa and all you need to know will pop up. Have a good day folks
