I agree, no one picks up phone, called 3 times to get my statement for 2011 and never got a call back,
Very impolite. sorry to that UCSD billing has an awful reputation for not calling back.

reversed the number on whitepages, it is unknown, called them, they wanted personal information, full name, DOB. I would wait for anything further in the mail, smells like a scam.

Answered the first time and was on hold a long time. Hung up.
Second time, let it go to voice-mail. Googled it and saw it was UCSD Billing Dept.
Tried to call, but was on hold a long time, so hung up.
They need more operators.
