I have received the "Second and final offer" phone call from these jerks about 20 times.  Just received this call AGAIN.  I pressed 1 and the 'gentleman' who finally picked up asked, "Do you have at least a $2,000 current balance on a credit card?"  I answered, "No, I don't."  He immediately hung up- no more questions, no explanation of the 'offer'.  What a nuisance.  I always hoped I would be given the opportunity to be removed from their calling list, but am never given the opportunity.  They are indeed SCAMMERS.

It said that it was a curtosy call from card holder services, saying I can lower my interest rate on my credit card. Just press 1 to speak to an agent to lower your interest rate. When I got a live operator on line, I said to her very firmly 'This phone call is to tell you that I want you to take my phone number off your calling list"
"Whoa!" was her response. I then hung up.

The criminals behind this operation aren't going to pay attention to you asking to be removed from their list. Their calls cost them nothing and they can make a million of them a day so they have no intention of ever removing someone. When you press a key to talk to them all that is accomplished is to verify that they have a working number.
Unfortunately blowing an air horn or whistle doesn't work either. Their headset have noise dampeners plus they are expecting it. However with that said if it makes you feel better then by all means give it a shot.

The banking system is also at fault here, without merchant accounts and ACH processing these criminals could not collect the scammed funds. Though the criminals use obfuscation, layered corporations, multiple bank accounts and offshore stashing, patterns of obvious fraudulent activity become apparent after a short time.

If you are interested in obtaining useful tracking information on the callers, I suggest that you act very interested in the rate reduction scam, as you have multiple high interest cards with large balances. Tell them that you don?t give out card numbers in response to unsolicited calls. However, tell them that if they provide you with a verifiable number that you will then call them back and provide the info.

Since many of the operatives work on commission they will provide direct contact numbers if they believe you are serious about completing the deal. Verified return phone numbers are an excellent tool in tracking the people behind the operations.

Robocalls are illegal unless you have given them prior permission in writing (not worded into some small print contract from a 3rd party) and are absolutely illegal to a cell phone.  The Telephone Consumer Protection Act permits individuals who have received certain unlawful telemarketing, such as junk faxes or telemarketing calls, to sue the violator in state courts where they may be awarded up to $1500 for each violation.

Proof that current laws mean nothing to these scum suckers. Civil action by the FTC against such criminals is totally ineffective. These criminals need to be charged with Federal Felonies and subjected to significant jail time. All of those involved know that they are violating FTC regulations. The FTC levies huge fines, then rescinds them based on inability to pay. The FTC settles for the minimal cash on hand, and enjoins them from future telemarketing. Many of these calls are coming from Costa Rica and India and they are using spoofed (false) numbers, which in itself is illegal. They do cold calling for or sell the leads to numerous companies in this country and they know that what they are doing is illegal. Tomorrow this same number may be selling Cruises, Timeshares or Security Systems but if you follow the money it usually ends up in the hands of an American LLC.
These scum are making money by sending their bogus Caller ID information to your phone company. Telephone numbers are Calling Name (CNAM) provisioned and stored in a special database accessible to other telecom utilities.  This means that for any outbound call that transmits a special  code corresponding to one of their phone numbers, these criminals collect a fee for transmitting the caller ID information to the Local Exchange Carrier receiving the call.  When you see a  phone number in your caller ID (along with some name like Card Services), your phone company has to reimburse the caller for downloading that info from the database where it?s stored.
These fees are typically fractions of a cent per call however when these fees are aggregated across tens of millions of outbound calls per week, it amounts to significant money.  Huge volumes of unsolicited telemarketing calls can drive significant revenue into the pockets of these scum sucking criminals. In return your phone company charges you a fee (it may be hidden or $5 to $15 on your phone bill).  Since they only pay out a small portion of this fee you can see why your phone company allows this to continue.
Many of the inbound robo call numbers are spoofed, as most of the bolierhouses, both off and on shore, are using Voip SIP Trunks services. Throwaway DID numbers are also used. Some of the robocalling is operated by the end use scammers directly. Others are contract services who earn a referral fee once you are transferred to the scammers.
If someone makes the mistake of answering the phone and falling for their con then it is just icing on the cake for them. These people are the lowest form of filth on this planet.

First make up a name.  I use Bill Smith.  Just easy for me to remember and BS.
Tell them you have $33,000 of debt on 6 credit cards.  Oh my...  23.5% interest on one.  Oh my!  
They will ask you who that card is with.  Say Wells Fargo Visa.  Or something you know off hand.
They will ask for the expiration date on the card.  Tell them you have to go get it and to hang on a minute.
Put the phone down and go on with your life.  Go back to dinner, movie, sleep, walk the dog.
Go in the other room, close the door pat yourself on the back and laugh out loud.
If you tie up "their" phone time, it costs "them" money.  They don't like that for some reason...

Always press 1 and get a live person.  Turn on the acting skills and make it sound like you finally are going to get some credit card relief and you are so glad they called you.  Try not to laugh or giggle.  Just so you know, they have no idea who you are or anything about you.  Let them ask the questions until you have to go get something for them.  That time will come.  Just wait.

I get this and similar calls more than once a day saying there is nothing to worry about with my credit account but they have information about lowering my interest rate.If I push the number to talk to someone, as soon as I say not to call me any more they disconnect instantly.

The 'agent' claims they are from Credit Card Services.  The only time I've ever dealt w/ a company called "Credit Card Services," it was Visa, etc Household Finances acct...As soon as you ask them to remove your contact info from their files, they hang up.  Waiting w/ a fog horn the next time I receive the call & dial #1 to speak w/ an 'agent/operator." : )

These people call me several times a week. It says to dial three if you don't want them to call. Dialing 3 does no good. They continue t call. Why do we have no call lists when no one stops calling. Same with junk mail and catalogs. And now the post office is delivering unwanted mail. Why do we have to put up with this nonesense?

I figured out what to do after getting so frustrated by these calls.  Just don't answer!!  Answering the calls is frustrating.  Trying to talk to someone to get off their list is frustrating.  Reporting them to the government is frustrating.  The only answer is to just not answer at all.  When you pick up I think it does confirm that your number is an active number.  You will get fewer calls by just ignoring them and not answering.

Did you ask her to support legislation that would require telcos to provide accurate Caller ID information via Switch like a previous poster mentioned?  What was her response?  Be sure to record your conversation with the said elected official, use Windows Media Maker to provide a video stream for the audio, and post it on YouTube.  Come back to us with a link of said telephone conversation.

I would love to hear Stabenow's solution, and so would the rest of the United States.

You can cuss them out, I even make terroristic threats to them over the phone when they call!!! What are they going to tell the Judge when he or she asks them "How did you call him or her in the first place?"  They would have to explain to the Judge that they illegally spoofed their phone number, and broke the Do Not Call Rules.  What scammer is bold enough to admit that in order to have the caller in which they trespassed on their telephone to admit that?

I record them and post it on YouTube, fowl language included.  My favorite is telling them F*** You and F*** Obama! I then mention to them I will cut them up!!!
