I keep getting calls from this number. Not once has the caller left a message. There are several sites that attest to the fact that I can get the information as to who actually owns this phone number, FOR A FEE!!!. Why should I have to pay for information that is a matter of public record?

I keep getting calls from this number. Not once has the caller left a message. After researching, I find that there are plenty of sites that will give me the information on who actually owns this phone number, FOR A FEE!. Why should I have to pay for information that is supposed to be on the "public record"?
