Sounds more like a spoof number. I traced the 807 630 0398 to a cell  in Thunder bay Ontario I used a Google .map A .road runs out by some sewerage treatment center . Sure enough some turd living in ILLINOIS  using some cheesy down loadable software- and a cell- Which enable him or her to mask there location and identity and go about the deviant behavior.
