Frankithefree ~ Unfortunately, you are misinformed. If the people behind these calls are located outside the United States, I can assure you that you local state government and/or state Attorney General's Office, does not have the resources to try to track them down. If you are registered on the Federal Trade Commission's Do Not Call list, I suggest you file a complaint with them and see if the Feds have any better luck trying to find these people. The FTC has been successful in locating and prosecuting some of these criminals hiding behind telemarketing.

Like others, I'm on the Do Not Call list but keep on getting these unwanted marketing calls. I urge you to do what I do - report these people to the Do Not Call complaint register. It only takes about 60 seconds to do this. If the Do Not Call people are bombarded with complaints, they will go after these guys. My congressman says that Cardholder services is a scam that the government is trying to track down. Can't understand why it would be so hard. I'm sure tracking them down is as easy as pressing 2 for more information and going from there.

Do not call list seems futile. Try the following which seems to work on my phone service. Immediately after getting the phone call, hang up and then dial *-6-0 and follow directions. THis will block the previous call from getting through a second time.

I received a call from them, it is a SCAM. DO NOT answer them. They say CARD SERVICES and can lower your crdit cards. I never told them to call me.

Good post. I have been reporting these calls to the Indiana Attorney General and they have informed me that they believe the calls are coming from a foreign location and are using spoofed caller ID information. I will continue to report the numbers to the both the National and my state Do Not Call lists (NOT HERE) to build their database in case anyone decides to pursue these fraudsters. If we don't continue to report these calls, the authorities will have nothing to work with when they try to take action.

Tried of getting the "Card Services" calls to lower my interest rate. Also, I continue to "opt" out of future calls but if I kept a log I bet the phone #s would continue.

Call offering to "reduce credit rates". Nothing but a phishing expedition, since we don't have credit cards. The recording suggests pressing a button to talk to someone, and another to "be removed". People, do NOT press that. They won't remove you, and you will have told them there is someone there. These are scams to collect your data and rack up fraudulent charges.
If you have not, get on the National Do Not Call list - effective since 2003. It's illegal for them to call you if you are on the list, and you can report violations as well. I will note that, since 2009, we have gotten a LOT of these calls, even though we have been on the list since it started. Seems the current "Justice Dept." doesn't have time to do anything about these sort of calls. Didn't get any of these from 2003-2008, now we get them all the time.
Don't bother trying to call them back, either, to be removed. Tried that, and got a "this voice mail box is full" recording.

this is a telemarketer said so on caller ID, from Rachel wanting to reduce Interest rate on an Unnamed and Unknown Credit Card. These Unsolicited telemarketing calls really need to cease. The FCC needs to Fine with bigger penalties make it hit them hard in their wallet where they will stop trying to scam the public with their unwanted calls.

PLEASE PLEASE PLEASE do something about these phone calls from this number. Our number is listed w/the do not call registry but to no avail. They offer an option to be removed from their calling list but it just hangs up and the calls still happen.

Received call from this number on 10/22/12 at 3:33PM. Caller ID said "Card Services." I am on the Do not Call list. Have received numerous calls from "Card Services." I have not answered them.

My husband told them to quit calling us - Rachael was a recording- and the man that came on the line told my husband to "Shut Up" and then hung up on my husband.

I have gotten the recording from "Rachael at Cardholder Services" several times. I hung up first time, pressed 3 to "discontinue notices" the next two times, and this most recent time I decided to press one and see what fun I could have with a human. The person I was connected to offered "a reduced interest rate of only six percent on all your existing credit accounts". I asked how. They said they have partnerships with every major credit card company. I asked how. They told me they just do. I asked "How? Refinancing?" They told me "No, this is not refinancing." I said "Bull!" They said "then enjoy your higher rates, dumb-a**!" and disconnected.
Just thought I'd share the fun. Now, how can we shut these people down?

Another day, another Robocall. Caller ID said, "Card Services" so I didn't answer and they didn't leave a message
The best way to get them to quit calling is DO NOT even answer the phone! Any reputable company will leave a message. These scammers just want to confirm that it is a working number so they can continue to harass you. Your best bet is to not answer at all, write the number down, and report them to the FTC here: https://www.ftccomplaintassistant.gov/FTC_Wizard.aspx?Lang=en
I also plan to look into the digitone.com call blocker.
