Here's what you do, they usually have a web page. Go their page, and their contact us. Then tell them to stop calling. Deamand to be removed from their call list.

If I knew who to contract I'd report her to anyone who would listen

caller hangs up every time. When I let it go to answering machine, they also hang up. Calls come many times. Very annoying.

This number calls my home constantly.  I need to block it.  When I pick up, nobody talks.  I said I was going to report it and then they hung up.

These calls seem to be intended to get you to call back to find out who it is.
This a board of education campaign fraud.  The calls come from Texas, but they are on behalf of Liz Parker, a candidate.
I have called the school board and an investigation has started.

I called it. Political call for an Orange County CA candidate. I can't believe the used a TX phone solicitor to hound local OC people for a local office. That speaks VERY badly for them.

Called at 1:08 PM.  Rang twice, I answered...no sounds on other end.  Hung up.

I answered a call from this number on the first ring and it hung up when I answered. Third time this has happened.
