They call often and don't leave a message. I don't pick up numbers I don't recognize even if they are local.

Yes.  They call then switch you over to someone with an 800#.  I think it's a bill collect that first calls with your area code so that you will pick up the phone.  Then when they get you on the phone you are transferred to the bill collector.  The call back number they leave is 1-800-330-3128.
