The caller is a health insurance carrier. You may have submitted your information via ehealthinsurance.com -- or perhaps your coverage is coming to its year-end date. Not a scam.

I have just started receiving these crazy calls from different out of state numbers!! My phone number is on the No Call Registry too! This is really making me mad! I haven't been answering them at all because I don't answer calls when I don't recognize the number. If it is important they will leave a message.  No one leaves a message from these numbers.
Calls I've been getting: 971-220-1894; 845-764-9442; 855-232-6084

Listen carefully. This "NRA" is National RECOVERY Agency, not National Rifle Association. It's a collection agency, and they will use any and all possible subterfuge in their attempts to collect money, even if you are not the person who owes it. They will annoy anyone related to or associated with the debtor, just to get through to the person they want. This kind of crap should be illegal, but the pro-business Republican lobby system has made sure that debt collectors have carte blanche to do whatever they want. In my case they call frequently because my brother in another state has run into financial difficulties, even though it's not my problem!! It's gotten to the point where the even send dunning letter to his name at my address. They are soulless people with no scruples whatsoever. Burning at the stake would be too good for them.

Telemarketer
BTW -- if they are calling a BUSINESS phone number, reporting to the DNC Registry doesn't do squat.  Businesses have no recourse to annoying telemarketers (I have the letter stating just that from them).  I just don't answer 888, 800, 866 numbers any longer.

Ok for one the government is doing everything possible to stop these unwanted telemarketing calls/scam calls.  A little insider advice; The Do Not Call Registry was put into place to prevent consumers from receiving LEGIMATE telemarketing calls.  LEGIMATE telemarketers typically do not call consumers on this list because it imposes hefty fines per call.  Now, if a telemarketer is a scam or is considered ILLEGIMATE, meaning they are trying to scam you or obtain your personal information for their gain, then obviously they are not interested in whoever is on the registry.  They could care less.  And known scammers will not remove you from a list, in fact, patterns show that they will call you more.  Some key pointers in determining the legitimacy of telemarketing calls:  1.  Under TCPA, telemarketers are required to provide a telephone number as well as a company  name in their caller ID.  2.  They have to state their name and purpose of the call within the first few seconds after answering.  3.  When asked, they have to remove you from their call registry.  ** If you have an established business relationship with a telemarketer, they have 18 months to seize contact, unless you specifically ask to be put on their business do not call list.  Also, if you have made a recent inquiry to a company, they have 3 months to seize contact, same rules apply.  There are a few exceptions to the do not call registry: political calls, nonprofit and tax exempt calls, surverys, pollsters, and anyone you have an established business relationship with.
If there is a violation, file a complaint with the FCC fcc.gov or call 888-225-5322, simple as that.  If at any time you feel that it is a scam, that is not within the FCC's jurisdiction, but the FTC's, they are concerned with consumers being defrauded within the market place, ftc.gov, 877-382-4357
All the above information is located on the FCC and the FTC websites... fcc.gov and ftc.gov

Hope this helps.

I have the perfect solution to this! I have a rubber pig. It's actually a chew toy for my dog. When I squeeze it, it grunts and squeals..... you guessed it.... just like a pig!!! I almost got a hernia trying not to laugh out loud at the poor girl on the other end of the line. She deserves credit though. She finished her script and while I could tell she wanted to, she never giggled once!

Something to keep in mind about all these continuing bothersome calls for surveys, so called charities and so called charity pickups despite asking them to remove you from their list:

Call centers have sprung up in my town that make use of the survey and the charity loophole around the do not call list; they have been a headache for law enforcement, emergency services, neighboring businesses and residential areas.  When I ask any patrolling officer in town about these call centers, they are quick to state their frustrations about the criminal activity that some of these call centers have brought into the area. Several law enforcement agencies regularly visit some of these call centers looking for warrant arrests etc.  I have heard from sources including from frustrated employees that work for these call centers complaining about the drug activity, vandalism of cars and neighboring businesses, break-ins and theft, drinking while on the job, smoke breaks are actually marijuana breaks, drunk driving, very dangerous driving, tons of tossed out litter of empty liquor containers, trash, food etc.  I?ve even heard that the mangers are also involved in criminal activities and have even preyed on their legitimate employees who are simply trying to eek out a living on horrible wages.  Also the operators are untrained in a very high turn around, poorly managed and dysfunctional work environment.

Also realize this when you call a companies? customer service line and get horrible service from the call center that?s been hired by the company.  One time while on a call with our bank?s customer service, the operator was so loopy that it required ending the call and calling again to try and get someone else to help, think about that when you call a companies? customer service and the conversation gets odd, off the wall and obtuse ? you may be talking to an operator that?s drunk or on something.  After 6 months of getting a different and wrong answer to our ongoing problem each time we called our bank?s call center, we gave up and closed the account.

With so little police left in our town due to cutbacks, they can?t always respond to vandalism and break-ins when it?s witnessed as they have their plate full responding to the major emergencies, this allows the criminal activity free reign, the neighborhood becomes the hood.  Some insurance companies require proof of private security patrols before they will honor a claim due to vandalism or theft leaving the neighboring businesses off guard and uncovered.  These businesses also have the added cost to hire private security, install security systems/monitoring, upgrade lighting etc.  Then there are the dangers and headaches to the nearby businesses employees such as their cars being vandalized or broken into.  Some businesses simply give in, pickup and move out of town.

One of my neighbors owns a call center and he requires that his operators are bonded, but I guess there?s no laws requiring this ? there should be.  Right now in my town it seems like anybody can start up a call center and hire questionable labor for cheap without much regulation.

I my efforts the past several years to try and get something done, I am most struck by the fact that there?s no real help, everyone is more worried about being sued than dealing with the obvious problem - you are on your own....

I'm already on the DNC list.  It's not very useful, especially when there are so many numbers that people call from. If they are shut down, they just get a new number. I look at caller ID and if I don't recognize the number, I ignore it. Don't call back from your phone. It just confirms that it's an active number.
