This operation is based in the Charlotte NC area (although they are using "drop boxes" in the Columbia SC area) so the proper local jurisdiction to file police reports would be the Charlotte-Mecklenburg Police Department

They call themselves the "investigative division"  .    Of what, nobody knows.   They are located somewhere on the east coast because they give their offices hours in terms of Eastern time.  Not much help, but it's a beginning.  Assuming they are even in the US.

It is a scam. They are nothing of the sort of a debt collection company or lawyer.  They say it will cost that much more but it is not true.  I finally told them off and they haven't called in awhile.  They are trying to scare people out of money.  It worked on me unfortunately. I found out it was a scam a little too late.

Debt Collector
I too got a call leaving a voicemail message that they were trying to locate me and to hold for an investigator.  It is NEVER a person that calls one-on-one.  It is an automated message.  Never identify themselves, never tell you who they are trying to collect for, NOTHING.  I reported them along with about 40 other numbers that call about the same "debt" to the FTC, the FBI, the Attorney General, etc.  No one has done anything about it yet.  Our government can do something about everything else, put men on the moon, etc.   Why, pray tell, can't they do anything about these bottom feeders, scumbags, scam artist, etc.

The company that called me said that they were with Bailey Rowe & Associates. First I immediately contacted my attorney. The investigators refused to give me their contact information to include their address. They asked me for the last 4 of my SS #. I would not give them it, so they repeated my last four. They then wanted to make a payment, or schedule payments. I said NO I am not giving you my account information. I asked for the attorney in charge, would not give me a name, and they would not give me an address. I spoke with 3 different "Investigators".  DO NOT give them any bank information. They were rude, demanding, and threatening. My attorney, said that they are illegal, especially if they will not give you an address. They might even be out of the country. According to Federal Law they are in violation to illegally collect a debt under the the "Fair Debt Collection Practice Act".

Debt Collector
I have been getting non-stop calls at home and at work for the past week or so.  This morning I received a message from this 855-414-6205 asking if anyone knew me or was me in regards to a case # and to call the 855 948-4460 # back. I have been receiving these types of calls for several years, but usually after two or three days they stop. These people are relentless. Something has to be done. I have already gone to the FTC and they had listened to all my phone messages from some other bottom feeders over a year ago all emails and people that had contacted me and after 7 or 8 months they could not locate these people. I just don't understand how they can keep getting away with this, making peoples lives miserabel. Calling me at work is just horrible, I have to answer my phone but lately I just let it go to voicemail. If they were going to do anything to you they would send you something in writing and would not be leaving messages with case #'s because there would be no case # if you had not been notified by your court house or sherriff or who ever.
Just ignore these cocroaches even if you have an outstanding debt or at one time had one they would not and cannot legally do what they are doing. I guess we need to write to our state senator until they get sick of hearing from us on how they need to do something about these people.  You can go online and pull someone up and get lots of information on them, that is the easy part. It is very scary out there.. ONce they get your information they are relentless, they just go from one to another. Be very careful. Also I too have received calls from the list that was given by another person on here. I just know from past experiences that you never talk to these people.

The Federal Trade Commission (FTC), the nation's consumer protection agency, is warning consumers to be on the alert for scam artists posing as debt collectors. It may be hard to tell the difference between a legitimate debt collector and a fake one. Sometimes a fake collector may even have some of your personal information, like a bank account number. A caller may be a fake debt collector if he:

?is seeking payment on a debt for a loan you do not recognize;
?refuses to give you a mailing address or phone number;
?asks you for personal financial or sensitive information; or
?exerts high pressure to try to scare you into paying, such as threatening to have you arrested or to report you to a law enforcement agency.

If you think that a caller may be a fake debt collector:

?Ask the caller for his name, company, street address, and telephone number. Tell the caller that you refuse to discuss any debt until you get a written "validation notice." The notice must include the amount of the debt, the name of the creditor you owe, and your rights under the federal Fair Debt Collection Practices Act.
If a caller refuses to give you all of this information, do not pay! Paying a fake debt collector will not always make them go away. They may make up another debt to try to get more money from you.

?Stop speaking with the caller. If you have the caller's address, send a letter demanding that the caller stop contacting you, and keep a copy for your files. By law, real debt collectors must stop calling you if you ask them to in writing.

?Do not give the caller personal financial or other sensitive information. Never give out or confirm personal financial or other sensitive information like your bank account, credit card, or Social Security number unless you know whom you're dealing with. Scam artists, like fake debt collectors, can use your information to commit identity theft ? charging your existing credit cards, opening new credit card, checking, or savings accounts, writing fraudulent checks, or taking out loans in your name.

?Contact your creditor. If the debt is legitimate ? but you think the collector may not be ? contact your creditor about the calls. Share the information you have about the suspicious calls and find out who, if anyone, the creditor has authorized to collect the debt.

?Report the call. Contact the FTC and your state Attorney General's office with information about suspicious callers. Many states have their own debt collection laws in addition to the federal FDCPA. Your Attorney General's office can help you determine your rights under your state's law.

For at least the last year, an illegal group of debt collectors have been terrorizing consumers, their family, friends, and employees threatening to arrest the individual of an unpaid loan or other debt (their generally don't even owe). Be aware debt is a civil matter, not a criminal matter, and you can't be arrested. They threaten a warrant if the victim does not pay a sum of money by the credit card over the phone.

Some of the people they are calling do not owe a debt.  Others they are calling have already settled their debt with the organization who owns the accounts. Even if you do owe a debt, do not be deceived by the actions of this group.  Many of the accounts they are attempting to collect they do not own.  In other words, if you pay these people, that is not going to clear your debt with its rightful owner.

Although when pressed the callers give the victim an address in Columbia South Carolina (usually a vacant lot) or Atlanta GA (often a parking lot near the bus station or a Peachtree Road Address). They are actually out of the Charlotte North Carolina area. The scammers are using the following business names (and there are many others, and they seem to create new ones daily).  They will normally answer the call back number as ?Investigations?

Reynolds, Hill, and Associates
Berkley and Associates
Kaufmann and Associates
Sanderson Blaine & Associates
Blaine and Associates
McKenzie Reid Associates
Kennedy, Kline, & Associates
Nationwide Asset and Recovery
Piedmont Investigations and Procurement
Raffino, Garrison, & McCoy
Greenman, Schwartz & Associates
McCoy Law Group
Salem Associates
Reynolds and Associates
Ryan, Carter and Fields
Berman, Maxwell and associates
DOF Investigations
Vaughn & Associates
Bailey & Rowe

Here is a set of links to a variety of threads on this forum that document this group and its behavior. They include the experiences of victims as well as a former employee or two that quit within a week of finding out exactly what was going on. They also include responses from consumer advocates and people who are really criminal justice professionals advising victims of what to do

Called me left a message saying they were an investigator and left a case number.  Called me again today however the number showed up as a local number.  They have my maiden name and last 4 of my social and are saying I owe a bill from 09 from a local hospital (which happens to be a charity hospital).  Say they are calling from Bailey Rowe and Associates however I have searched them online and can't find anything to prove they are a legitamate company.  When I called back to ask for an address they would not give me the information and hung up on me. I believe they are a debt collection agency of some sort that bought old debt and are using scare tactics and threats to try and get you to pay. They told me they would take me to court and I would be sued for some insane percentage like 300% of what I actually owed. They wont be seeing any money from me thats for sure.
