This is borders on illegal.  The fair credit and reporting act prohibits false or misleading representations:

"§ 807.  False or misleading representations  [15 USC 1692e]

A debt collector may not use any false, deceptive, or misleading representation or means in connection with the collection of any debt. Without limiting the general application of the foregoing, the following conduct is a violation of this section:"

DAY 1
This message is for _________, This is Cheryl G calling regarding case number_________. I received some paperwork here at my office, to issue an order to serve you some papers to appear in court. So unless I receive the stop Action Notice from the claimant. I will be out to your residence or place of employment to see you. If you have any questions or concerns regarding this matter. You can contact me with the claim info I'm filing against you. The number is (855) 572-4681.

DAY 2
This message is for ______, This is Cheryl G again calling regarding case number ________. I did not receive the stop Action Notice from the claim at. Therefore, I have no choice but to place you on my schedule to serve you. These are papers to appear in court. I will be up to your residence tomorrow no later than 2 PM. Please have a very formal state, I. D. Again, any questions or concerns regarding this. You can contact me with the claim info I'm filing against you. The number is (855) 572-4681.

Husband Recvd voicemail from 855-572-4681. The lady never addressed him my his name and referred to him as ma'am.  Said if he didn't call her back she would be coming to his place of employment to get his signature. Never gave the name of her company...sounds really shady.

I get a call that doesn't show up on my ID, do I let it go to voicemail. This lady gives her name, which she rambles it too fast to understand, Jeanne something, she is looking for a L. Payne. I'm not this person. She said she had my name and SS number attached to a legal document, and that she has to inform me that she will be coming to my residence and place of employment to collect my signature. If I had any further questions to call 855-572-4681.
She said this sternly, but sounded like she was reading a script because she stumbled and paused her words.
Most likely a scam.
