Of course it's a scam.  Since when would Publisher's Clearing House be calling from Jamaica lol.

I received a call from a person named Frank White representing Publisher's Clearing House.  He said I was a winner of $2.5 million dollars.  All I needed to due was pay an upfront processing fee of 1% or $2500.  I know this is a scam, but I jousted with the guy for 20 minutes to learn more.  I was given 3 days to send the total amount, or I could pay in installments using Green Dot MoneyPak card.  He wanted to fax me the information so I could make the financial arrangements.
