Except for one thing, PCH doesn't call you like this,lol! So there is nothing to take back about a scam call! Its also illegal to ask for money and the green dot card (or any similar type non traceable card) is a huge red flag..

A lengthy phone call from a man with a pleasant accented voice, who said he was calling from Publishers Clearing House in  Los Angeles (though the number he called from is in Jamaica) told me to quickly go out to Walmart or Walgreens and buy a green dot card for 300 dollars (processing fee) which I would need to present to the party of three (UPS man, state attorney, and state marshal) who would show up at my house with a brand new Mercedes Benz and a check for over 2 million dollars, later today.
No SS number was asked for, nor any credit card info. But it seems clear to me that someone who talks about lunch break at 10 a.m and thinks the driving time from LA to San Diego is 90 minutes and calls from a Jamaica phone is NOT in Los Angeles. Somwhere along the line I would, I am sure, be asked to hand over those 300 dollars, perhaps in exchange for a worthless check. Most likely the code on the green dot card is what they are after.
If I am overly suspicious, and really do win 2 million today, i will take all this back.
