https://tips.fbi.gov/ but the FBI will likely not do anything about it because IIRC, the loss threshold for starting a FBI investigation is 1/2 million dollars.

The BBB warns about Green Dot Moneypak scammers here  http://newjersey.bbb.org/article/bbb-scammers ... al-online-18419  GDM uses the receipt as proof of card ownership. With the receipt, the scammer can have the card account closed and the balance sent to him while you wait in vain for the $$$ to show up at your door. "he must follow me to my bank to make sure I deposited it" won't likely happen as criminals prefer no direct contact with victims. He's after your $250, everything else is just camouflage for the scam.

I received a phone call on 11-30-2012 and a man supposedly named Daniel Rogers ID# 2794 claimed I was the winner of 2.5 million; taxes were already taken out from the IRS from the original amount 2.7 million won. I was asked if I wanted the winnings to be private or on TV. I selected TV :-) and asked which television station would come. He stated CBS. I asked him where do I live and he stated my complete address correctly. I asked him will this cost me anything? He said he did not collect any personal information or cash... Here is the catch (or scam). I need to go to a Walmart or Walgreen and buy a Green Dot card (prepay $250.00) and produce it when he comes by. He said that UPS will deliver the certified check and CBS would be there to film. So the Green Dot card is the first part of the scam. He said the receipt for the Green Dot must also be given to him with the Green Dot card. Researching this phone number it is a prepaid cell from Kingston Jamaica. He said that he must follow me to my bank to make sure I deposited it...scam is probably to get banking information as well. The FBI has received my report and the local police have been notified.
