I should add, in light of all the other posts here, that they claim to be "Strategic Communications", a legit company not associated with debt collection as far as I can tell.  Perhaps this number was used once by a collection agency and then dropped as people began to recognize it.

This appears to be Strategic Communications (StratCom), a marketing, research and public relations firm, based in Toronto, Canada, with a branch office in Vancouver, Canada.  According to their website, "We help non-profits, advocacy groups, unions and political candidates become more effective in their work, and as a result create a positive impact in our local and global communities."

By law they should not have contacted me, as I am on the DNC list (Canada), but that turned out to be a political fraud anyway.

The good news is, they are not a collection agency.

I initially was contacted by this number several months ago to resolve an outstanding debt I had.  I made arrangements to pay it off.  I am now owing my last payment (which is set to come out the end of this month)  they have now called me 3 times after making arrangements for my last payment.  Sme lady has left a VM I've called back and no answer so I've left a message.   Now some other guy is calling me.... It's starting to get annoying.   They say they are open 9-5pm but its 8pm now.....    I don't know what the deal is....   I'm up to date with payments.

FYI: They've been trying for over a year and I long ago re-directed their calls to a busy signal but be advised they I did have to add multiple blocks because they've called from "11-877-234-2310" and from just "905" and from blocked numbers that report "Unknown Caller" or "Restricted".  They also call from various other numbers listed on their website as already posted here.  And they have no regard for Canadian law in the number of calls per day, week and month collection agencies are allowed nor for the hours of operation they are allowed to call within.  This is a bottom feeder company in the collections business that buys accounts once all high end companies have tried and failed to make contact. Normally, from my research, by the time they buy a debt it is not legally collectable due to a passage of time as set in Canadian law and the debt can only be reactivated as collectable if the debtor provides personal information that confirms the debt as theirs or otherwise acknowledges the debt as owing.  That is why this company uses various tricks to gain the number you're calling back in regard to, even if you've just answered their call, your DOB, SIN or other identify confirming data.  Given the global data theft and fraud problems the world's telephone number holders (among other ways of contact) face today even if you owe money and even if you wanted to satisfy that debt it would be unwise at all to confirm or provide any personal information to anyone you do not know and trust over the phone (and in any way except in person with someone you know and trust for that matter) and if you do not then you are safe.  If you do not wish the annoyance of calls from this company and are sure, as are the majority of the people this company harrases, use their address from the website and exercise your right to not be contacted by telephone, instead choosing by mail only.  Or you can explain you have a telephone number once held by who you assume they are looking for and they may remove it from their calling wheel (the computer dialer).  They certainly promise many people they will but it doesn't always happen or it may take several frustrating requests before they finally do.  Also note that once they do decide to remove you it can take up to 30-days for this to occur which is common with call wheels.  And be prepared, even if they do remove your number all it takes is one inquiry from one of their inept employees or another company calling them about your number or another debt auction with that number attached to get your number right back on file with the same or a new case file.  That last is why I just keep adding blocks and re-direct all toll free, unknown or private, and known debt collection agencies and other call centre solicitor numbers I observe and collect from sites such as this to my database.  I use cell phones only and such software exists for Windows Mobile/Windows Phone, Nokia Symbian, Android and Blackberry OS's, at least.  It may exist for all platforms but those are the ones I do or have used and know to exist and work.  Landlines are more difficult, especially in Canada so I have no blocking solutions other than to add to your Voicemail that you never answer nor respond to unsolicted calls.  Hope this helps some of you reading and please feel free to share this information freely.  -Michael

Received messages from same number (the caller James Metalf) and in every message said that we have your file in their office and need to talk about it.I called them back and ask why you are calling me again and again.. The person attending the call tried to get my personel info after asking my home address.I hung up and decided to never pay attention to the call from the same number.

I missed a couple of calls from these guys. First time, they identified themselves as Global blah blah blah, and asked that we call them back. Second time they called, the message started off with "This is not a sales or soliciting call".. then proceeded to ask for one of my family members using an automated voice message, and then requested that we call them back.

Got a dead line.  Called the number back and got the same.  If this is NCO financial they want your info and won't tell you who they are calling regarding.  I refuse to pass this on to anyone or take a message.  They got mad at me one day for answering their third call as they were trying toleave a message on voice mail.  I said it was my phone and would answer as I see fit.  I told them that this was harrasment and wouldn't be tolerated.  They haven't gotten to voice mail yet.

Just got home & saw this # on my display, checked the voicemail. Message was regarding an "opportunity". The message itself was almost inaudible. I guess if they're a collection agency, they're hoping that people who owe money might be more inclined to call if they think it's something good! What an interesting scam!

I actually have a message on my phone saying that I am screening calls because of so many telemarketers.  This incredibly annoying person left a message saying he isn't a telemarketer but his name is Ricardo Gordon and he needs to talk to me regarding a personal matter; name he was looking for is unintelligible.  Attention anyone in the Canadian government -- this is something that needs to be stamped out.

Man called twice.  First time said it was a "collection agency" about a "personal financial matter".  Wanted my date of birth and then to verify an address where I lived. that it was a collection agency called Global Credit & Collection. I found there website

I called them back, line kept on going dead... they asked if so and so was here, i said this is a business number and that NO INFORMATION could be given out as we are bound by the Canadian Privacy Laws, that employment cannot be confirmed or denied due to the laws.  I told them to take the number off thier list as nothing would ever be confirmed here about anyone!!  He was a little confused, but then said have a nice day and hung up.

It took a while to call the number as the line would pick up and then hang up right away, sounds fishy, not at all ligitiment if they can't have a solid phone line that is 100% connected all the time.

Company Name - GLOBAL CREDIT, i had Taski confirm it when he finally answered.

I have received 3 calls from them, twice they have left a recorded message asking me to call them back between certain times.  I did call them back the first time, and they asked for my b-day which I gave them then they asked me for my SIN number.  I asked what the call was in regards to and they wouldn't tell me, only again asking for my SIN number.  I said that I would not provide my SIN number and why were they calling me, to which they asked again for my number.  I hung up.

Received calls from them in my land line every day for a week, forgot to check my answering machine till now. Called them back from google talk so they get gibberish on any call display they have. They seemed quite confused and not sure what to do. I gave them the name of the person who used to own my phone number (only got it recently and have gotten a lot of calls for someone else) to which they responded with my current land line number. I said I was calling from a secure line at work am not this person and they told me the number would be removed from their system.
