I got the exact same green letter.  It says "No other notices will be sent for this offer."  But then 10 days later, I got another one.  This time it was pink!  And they omitted "Motor Vehicle Division" and instead put this legalese on it about "REQUEST FOR ACTION - IMPORTANT VEHICLE INFORMATION ENCLOSED" and a warning about fines & imprisonment for interfering or obstructing with the delivery of this letter.  Nice of them to remind me that I'm not supposed to mess with the delivery of mail.  The pink one had a different phone number though: 844-831-0009.

I also received a letter from these scams. I called them and they call themselves VEHICLE SOLUTIONS and that's a fake name. Looked it up; nothing credible found.
Stay away or report them for misleading. Info above is very helpful.

I'd like to add that I don't believe it is the dealerships selling your personal information but more than likely:
1. Your state's Department of Transportation or DMV (when you have the vehicle registered or registration renewed) I have read that they resale this information and in the state of Texas, there is no way to opt-out. They will not disclose the fact that they plan to make money off your personal information. They claim that only legitimate businesses are allowed access to their databases, but I guarantee you, they will resale to whomever offers them money. These solicitations have followed me since the last move shortly after I renewed my registration on both of my vehicles. I'm not getting the same solicitation for both vehicles at the same time either, but I have received separate solicitations during the year for each one.
2. US Postal Service - if you ever use their mail forwarding services, they will resale your personal information. Search google for complaints. I actaully went to the local USPS and asked if they sold my personal information, and the lady assured me that 'it is illegal and the USPS doesn't do this'...then I read about how they are actively doing this online. Either she was lying to my face or she simply wasn't aware that her company was doing this.

Send it to your local BBB first and see if you can find out who this MOTOR VEHICLE DIVISION is, who owns it, the address of this company in the state organized.

I searched and found nothing on this company; right there it tells me scam. There is no company information, address, president, ceo, nothing backing up the warranty, no contract details.

Could be coming from another country for all I know.

Once MOTOR VEHICLE DIVISION has your phone number and mailing address sold by the dealership the scam starts.

Also write to attorney general office in Dallas, TX. Attorney General Greg Abbott  Office of the Attorney General
300 W. 15th Street Austin, TX 78701 and have him investigate the 1-877-302-2184 phone number for this MOTOR VEHICLE DIVISION, they should be paying state taxes, so they should be on the business list in that state.

The telephone company and the Dallas Texas post office will not assist you finding out who is permit number 2650 which should be public information.

You mean these? :)
Things sent in the mail do fall under the postmasters domain as a rule. For these I would post a complaint to the FTC as well since they are misleading folks..

US Postal Service Inspectors:

Or turn it over to the local postmaster

I just got another one of these annoying pieces of trash in the U.S. mail. It's from the phantom "MOTOR VEHICLE DIVISION" in an undisclosed location that reveals no name or address. It's an official-looking notice on bright green paper (Ooooh! Scary!), which screams at me "IMMEDIATE RESPONSE IS REQUIRED" and "YOUR FILE ON THIS VEHICLE WILL BE DELETED AND YOU MAY NO LONGER BE ELIGIBLE FOR THIS OFFER REGARDING SERVICE COVERAGE AFTER 01/09/2014." I wish that were true, but of course it's not. They have NOT deleted my file even though I've ignored them. And they may call again, even though I've demanded that they stop.

I started getting these notices over a year ago almost immediately after I bought a used car and made the mistake of buying the extended warranty coverage they offered. My advice is to trash their letters, and to tell them to take your name off their robocalling list when they call. If they keep bothering you, as they probably will, I recommend filing complaints with the U.S. government. It's a fraud, and that's a criminal offense. What they're doing is fraudulent. Someone posted links to websites for the U.S. Postal Service, Federal Trade Commission, and Consumer Financial Protection Bureau. And at least one person provided a name and address for the presumed perpetrator. Good luck getting rid of this crook.
