Recording asking to call back an 866 number.  Debt Collector that has purchased an old credit card debt.  Ignore them.  They are bottom-feeders.

Unsollicited and unwelcome calls at least four times a day from someone who is apparently calling from the said bank, but when I tried to call back, the "call cannot be completed as dialed".
