It is. A real Debt Collector is not supposed to talk to anyone but the person listed on the debt. It falls under "Block Parties" as in the article below:

Misrepresent Him or Herself

  A debt collector may not misrepresent himself as an attorney or law enforcement officer.

Use the Telephone to Annoy or Harass

  A collection agent may not cause a telephone to ring or engage any person in telephone conversation repeatedly or continuously with an intent to annoy, abuse, or harass anyone at the called number.

Threaten Arrest or Lawsuit

Contact By Embarrassing Media

  A debt collector may not communicate with a consumer by post card. It may not use any language or symbol, other than the debt collector?s address, on any envelope when communicating with a consumer by use of the mails or by telegram. A debt collector may use its business name if such name does not indicate it is in the debt collection business.

Contact a Consumer at Work

  A collection agent may not communicate with consumers at their place of employment after being told this is unacceptable or prohibited by the employer.

Seek Unjustifiable Amounts

  A debt collector may not demand any amounts not permitted under an applicable contract or as provided under law.

Contact a Consumer Represented by an Attorney

  A collection agent may not contact a consumer after it learns the consumer is represented by a lawyer.

Communicate With a Consumer After Receiving a Validation Request

  If a consumer sends a written §1692g response within 30 days, the collection agent may not communicate with the consumer until it mails the consumer the requested verification of original creditor's name and address.

Communicate With Third Parties

  A debt collector may not reveal or discuss the nature of a consumer?s debts with third parties other than the consumer?s spouse or attorney. A collection agent may contact neighbors or co-workers only to obtain location information. It may contact a third party again if it has reason to believe the information the party provided previously is false.

I Keep Receiving Dozens of Calls From Collection Agents. Is That Legal?

I think it is illegal for them to call your neighbors. That is invasion of privacy. I think I would talk to a lawyer. If your going for a bankruptcy that lawyer may be able to put some pressure on them.

Reads like spam to me. And was there any 'fee' to help you? NEVER pay someone who says they can fix your credit. All they will do is make you poorer. Any problems on your credit report can be fixed by you. Every year you can get your credit report for free, & there are forms to fill out if there is an error.

I've gotten these calls before.  The operator is ALWAYS looking for personal information that should never be legally given out.  His accent was thick and definitely foreign, and he refused- several times- to tell me what the call was about.  This is obviously a scam that I will report to the authorities...

Nisha called and asked for my boss by name.  She said she was calling from American Express and it was very important.  However, she gave a reference number (rather than a card number).  IO am sure she is from one of the bottom feeding (a/k/a debt purchasers)

They called our land line yesterday (October 10, 2011) while I was at work.  My wife answered the phone and the person said they were Nisha and gave my wife a license number of 20102748 and a reference number of 39017-41623 in regards to us contacting our neighbor across the street about something "very urgent".  The company name they gave my wife was "First Financial Advantage".  The caller ID on our phone said the call was coming from 222-222-3520 which sounds like a faked caller ID.  They said to have our neighbor call them back at 877-426-5514.  Sounds like our neighbor is having financial problems paying on their debts and they are hoping a neighbor will get them tricked into calling these creeps back.

I tried calling the number back to tell them never to call our number again (we are on the "do not call" registry) but when I said that they immediatly hung up the phone.  The ring-back tone didn't sound like something you'd hear in the USA so I suspect its some call center in India or Africa.

This belongs to Discover Card/First Source Advantage.  I'm a few months behind and have told them they'll get paid when I can pay them.  They even called my neighbor looking for me and gave them a reference number to deliver an "important message."  I am aware of my responsibility to pay the debt, however some things hav happened which have made me unable to right now.
