I received a call from this number on my cell phone, but missed the call.  I called the number back, the phone rang, and a beep as if they wanted me to leave a message.  I hang up the phone.  

This person called my cell phone, asked if my name was Rhiannon, and when I replied "yes" the call hung up. I did not attempt to call back.
