Actually, telling them DOES count - however, since it could devolve into a "he said, she said" situation, it's best to have a paper trail PROVING you told them to stop calling.  Mail a cease and desist letter via certified mail/return receipt - so they can't say they didn't receive the letter.

Actually you are wrong. Per the FDCPA you must send it in writing. Just telling them is nothing. Write it down on a piece of paper and mail it, and also send it via email.

This number is 100% a scam call. They told me my call was being recorded in the middle of the conversation. It's required for places to inform you before the conversation starts. He went on with several threat, claimed that he spoke to me before which he hasn't. Also he said I have a loan out with a bank I have never used.  It's completely fake.

I continue to get harrassed from these people from a loan that was someones elses. I have filed twice  with the FTC & sent them a stop calling email as per my attorney.

Bill collector.  They have admitted that they know that they are not to call me because, legally, when I ask them not to call, they must comply.  But now they play on my phone because they are angry that they are not receiving payment on a debt that is 10 years old that they purchased from someone who purchased it from Capitol One back when.  They won't identify themselves because they know that what they are doing is illegal.
