Although, I wouldn?t be surprised if this is simply one of many for this collection of slime balls.

The first thing that I noticed was the sloppy html coding:  weird spaces or lack thereof in between headers and text, the lack of headers at all.  

The text reads like a how-to-appear-tough-for-those-with-huge-inferiority-complexes manual.  And, the author takes a lot of chances with liability.  For example:

?There are many situations in which the debtor may have her own defense, and initiation of any formal or legal proceedings may become counterproductive and lead to unnecessary delays and complications.?

Note the use of the gender specific pronoun, ?her.?  Does this imply that this collector, Central Svcs., will only pursue women?  If so, there are states which would prosecute their tactics, i.e. extortion, as hate crimes.  California is one such state.

Take another look at that statement:  It implies the entire motivation for debt collection ? money.  To paraphrase, ?if it takes too much effort, don?t bother and move on to the next dupe.?

Then, there?s this:

??you should consider whether the debtor ? the person owing the money to you ? has, or thinks he has, a valid reason for not paying. If this is the case, it is very likely that he would be prepared for a fight even if it means a prolonged legal battle.?

Again, ?if it takes too much effort, don?t bother and move on the next dupe, much like petty thieves search parking lots for cars with unlocked doors.?  I emphasize the word ?petty? here.  It also sheds an important light on intention when a debt collector calls up threatening legal action.  I?d bet my last dollar that this will never happen and the reason why I feel this way is the above quote from Central Svcs. web site.

Another ?rich? quote from the web site:  ?Even where the debtor has no valid reason there might be circumstances under which it might become difficult to recover the amount legally.?    This goes to the overall sense that these goons seem to labor under that if there?s a demand, it will be filled, regardless of whether there is a legal reason for the demand or not.  I don?t know how many times I?ve read here on 800notes and elsewhere, a debt collector whining over debts that are too old to collect ? really, listening to these criminals grouse about how SOLs are some sort of *gray area* or *loop hole* - or have been discharged with a Bankruptcy ? again, pissing and moaning about this as though it were some sort of slight of hand and, therefore, illegitimate.  

This next quote is creepy in what it implies:  ?Legal recourse would only establish your right at the most, but would not obtain the payment to you.  Bankruptcy also prevents collection activities.?

So, in order to avoid losing the financial ?score,? try to intimidate, shame and otherwise harass the victim into not filing for Bankruptcy.  That?s a bit like a doctor trying to talk a patient into a cheaper and less effective treatment because the appropriate, more expensive treatment isn?t covered by the patient?s health insurance.  It?s unethical and will most likely be illegal.  The new Consumer Protection Agency is working to make lying by debt collectors illegal.

What?s really interesting about this web site is the LACK of a listing of their offices and physical locations for these offices.  There?s the one listing for their so-called corporate office, but they don?t list their offices in any other states.  This makes it difficult to sue those that run afoul of the FDCPA and also create a veil of deniability for the corporate types.  How convenient.  It?s important to check with the AGs of your states.  That?s how the Indiana address was discovered.

My upstairs neightbor received 10 calls from this number.  It has gotten so bad he has started turning off his phone ringer.  I don't even know his phone number, how did these people get it?  And what right do they have to call someone with messages for me????

Dee - According to the Oregon, California and Washington states Attorneys General Offices, Central Services LLC, the one in Indiana, is one in the same with that listed here:

I myself have had the pleasure of listening to tape recorded messages from 'Doug,' the self-titled owner and manager of this electrical contracting business.  What I found interesting is that while he claims to not be a debt collector out of one corner of hs mouth, he invites his target to 'call him back to discuss the problem' and also invents telephone episodes whereby the target has already 'discussed possible settlements' out of the other.  In three cases that I have personal knowledge of, Central Services LLC received complaints from the aforementioned AG offices.  'Doug' called the complainant - rather than the AG office from where his contact information was obtained - claiming his innocence of preditory collection practices, extortion, and violations of both the FDCPA and FCRA.  

If 'Doug' truly is not the slime ball listed in the debt collections link that I provided above, he's doing a number of things wrong:
1.  He calls the complainant about whether he is a debt collector or not.  This is a big, fat, red flag.  You see, the complainant has only responded with information obtained from an AG office and is not the source of the information.  If 'Doug' wishes to not be identified as a debt collector, he can only remedy that situation by going to the AGs themselves to rectify the situation.  Contacting the comlainant only makes 'Doug' look like a bully, and, frankly, guilty as sin.  Besides, there's nothing that the complainant can do about it anyway.  The source of the contact information is the AG's office, not the complainant.
2.  If 'Doug' wishes to not be thought of as a debt collector, he has to quit acting like one.  Lying on the phone, inventing previous agreements and phone calls, does nothing to accomplish this.

The reason why 'Doug' and Central Services LLC would wish to hide who they are under the guise of another business is simple:  If you can't accurately identify the debt collector, you're going to have a hard time finding a mailing address for them.  Without a mailing address, it's going to be pretty difficult to send a cease and desist letter.

I just got a phone call - message on machine, I don't have to talk to criminals - from Central Services LLC, but the phone number, according to caller ID was 410-528-9325.  The caller identified herself as 'Jackie" and told me, brace yourselves, "Good news *insert my real first name here*!  We might be able to work out some sort of settlement if only you would call me back with my financial information!"  Wow, wasn't that special of Jackie!  So, I won't face something unspecificied if I call them back to (ostensibly) work out the details of some sort of financial problem that they think I have with them and, oh by the way, in the process I give them *financial information.*  

I opened up a criminal complaint with my local enforcement.  Attempted ID theft is no joke but, honestly, these guys are so stupid I can't keep from laughing.  "We might be able to work out...settlement...call us back...with financial information."  Egads...just exactly how stupid do these criminals think I am?!

For anyone interested in filing suit against these guys for violating consumer protection statutes - 90% of the problem when attempting to bring these jokers to court for their criminal activity is the short statute of limitations (60 days for most violations) and how well they've concealed their physical location so that you end up running out those 60 days trying to find them - I've got an address and an alternate phone number.  Nota bene:

Report these people to the Federal Trade Commission.  You don't need to call them and wait on hold, or look them up and write them a letter and wait days for a reply.  You can find them online at www.ftc.gov.  Once you go to the website, click their debt collection/consumer protection tab.  From there, click "contact us" and you will automatically be set up with the ftc's debt collection complaint wizard.  It's easy, the information you provide goes only to the ftc and appropriate law enforcement agencies, and it leaves an official paper trail that these bozos are on the rampage trampling all over consumer protection statues and telecommunication anti-harassement acts and laws.  Whatever you do,don't do nothing.  Complain!  Put these knuckle draggers within the government's radar!  Don't let them push you around!

I am receiving calls from this outfit, apparently a collection agency, and I do not owe any money.  I have no business with these people.  After I finish this, I will go on to find a physical location for this outfit and report them to their local Attorney General and the Federal Trade Commission.

My father passed away on March 3rd of 2009 and my 80 year old Mother keeps getting calls from this number looking to collect a debt. She has told them and it is true she owes no one any money and please quit calling her. If she is not home the computerized call leaves a message on her answering machine. I have called my attorney and plan on filing a law suite against Central Services very soon as then have been called several times and ask to remove the number from their computer data banks but then never do. Enough is enough!

I have been receiving these phone calls for months on my cell phone, looking for someone other than me!  I have called and called and called to get my number removed, each time they tell me they will get it removed and then I get another phone call.  When I call again they say it was never removed, but they will get it removed right away.  Same song and dance every time, but it never gets removed.  Asking for a supervisor does not help, you never get to one.  I wish someone knew how to fix this, I'm tired of them using up my minutes!
