also received message saying charges will be filed in another county of my state.  has scam all over it.

There's not enough information for me to say what may be going on here.  However, scammers and shady debt collectors violate the FDCPA by threatening to arrest you.  Report the calls to the FTC, the FBI and your state's Attorney General.  Generally speaking, if you're threatened in this way, it's usually a scammer trying to frighten you into paying for a debt that's already been paid, a non-existent debt, or one that's outwith the statute of limitations for collection in your state.  Even if you do have an unpaid debt, do not pay them any money unless they send you proof - documentation like a signed contract - via mail (not email or fax) that you owe a debt to them.

If they call back, tell them that you are recording all calls they make to you to give to your attorney (even if you don't have one) for multiple violations of the FDCPA.  Read about the FDCPA and learn your rights as a consumer.  Do NOT give in to demands for money unless the caller has mailed you a debt validation letter showing original creditor, amount owed, date of loan, date of last payment, and if they are licensed to collect debt in your state.  Remember - no proof you owe the debt = you owe nothing.

Or it could even be one of the DEA scammers trying to convince you that you've ordered illegal drugs online and you will have to pay a "fine" to make it go away or else go to jail.  Of course, the DEA doesn't work that way, and no one calls to give you a heads up that you'll be arrested.

Again, there's not enough information posted to say for sure what's going on - these are two scenarios which are most likely, based on the calls received and posted on this site.
