You can send them a cease and desist letter via certified mail.  They will not be allowed to contact you again, otherwise you can sue them for harassment.  And you are correct - they are outwith the time limit for that kind of debt and as your lawyer has no doubt told you, they CANNOT take money from social security payments.

THIS IS NCO TRYING TO COLECT A DEBT FOR OPTIMA AMERICAN EXPRESS. THIS WAS AN OLD DEBT FROM 2004 (9 YRS OLD) WHICH MY MOTHER HAD. SHE IS IN FL AND ST STATUE IS 5 YRS. MY MOTHER IS ALMOST 80 HAS HAD CANCER SEVERAL TIMES WILL NEVER WORK AGAIN AND THIS DEBT WAS UNCOLLECTABLE LONG AGO. IN 2007 HER ATTORNEY CALLED AM EXPRESS AND SAID MY MOTHER COULD OFFER TO PAY HER DEBT OFF AT 20% THE SAID NO. THEN SHE COUNTER OFFERED WITH 30% THEY SAID NO. THIS WAS MONEY THE FAMILY TOGETHER COLLECTED TO HELP HER GET THIS SETTELED. THEY KNEW HER FULL HISTORY THAT SHE HAD TO RETIRE DUE TO CANCER AND WAS ASSURED BY HER ATTORNEY IT WAS UNCOLLECTABLE OTHERWISE. HER ONLY INCOME IS SOCIAL SECURITY AND LOTS OF MEDICAL BILLS. THEY HAVE CALLED HER HOME EVERYDAY SINCE JANUARY OF THIS YEAR 3 TIMES A DAY WITHOUT FAIL. SO NCO HAS BOUGHT THIS DEBT FOR PENNYS ON THE DOLLAR AND HAS NOW HARRASSED MY MOTHER. WE HAVE BLOCKED THE NUMBER. WE ARE GOING TO CONTACT THE ATTORNEY AND SEE IF WE CAN GET THIS STOPPED. THE TOTAL WAS NOT AN EXCESSIVE AMT OWED. I THINK THIS IS AT THE LEAST VERY CRUEL. NEVER TAKE THEIR CALLS PLEASE.

Try answering the phone, putting it on "speaker phone," and right next to the radio, tv, etc.  Call them back, do the same thing.  They may get paid commission, so it would really start to piss them off because it wastes their time.  Everyone try it.

This is NCO Financial.........a company American Express sells its old debts to.  If you want to find out the statute of limitations for debts, credit card and others, just google -  state limitations  --  it will just show you the limitations for your state unless you ask them for  others.

I received a voice message from American Express (bogus, I'm sure).  The lady identified herself as Collette and asked in her message for my name, phone number (which she already had both of these) and more importantly, my American Express Account Number.  I called the number back and left my name and phone number but NOT my account number.  I have not heard from her or American Express again and I currently have NO account with American Express.

An individual named Jean Baraniun(?) called from American Express. I do not have an American Express Act.  I have had information stolen.  Woman did not leave any info other than a refernce file.  I did not call back but sent a certified letter asking for proof of who she is.
