As you said, you've never been in trouble before - that's exactly why calls like this upset people.  And when people are upset, they don't think clearly and often make the mistake of paying someone for a debt they don't even owe.  The more you know about your rights as a consumer, the less likely you will allow such callers to scare you in the future.  :)

The caller was deliberately vague to allow your mind to imagine a terrible threat. Is it working? Learn your rights and watch how fast your fears dissipate.

Let's think about this.  If you really were "in legal trouble" do you think you'd get some vague, rambling message which doesn't tell you anything?  If you've committed a crime, guess what?  The cops just pick you up - they don't call you ahead of time.  If you're "in legal trouble", guess what?  You would get letters in the mail first - and if you didn't respond to those letters, you'd get a visit from a process server for a court summons - and he wouldn't call you ahead of time either.  More information on this scam here:

I just check my voice mail and was called on the 16th of January saying I'm in some kind of legal trouble when I called the number back they don't receive incoming calls. I'm freaking out because I have no clue what I've done wrong.
